PRESENTATION OF REPORTS:\\PC G Lees. \f1\b0 \ulnone There were 110 crimes in the last year of which 30 had been detected. These were petty thefts mainly from beaches and holiday parks. The Police would be trying to address it this year. He mentioned staffing levels, which had previously been spoken about and was happy to say that this is now greatly improved. There will be 4 officers on response from June to give beat managers more time to be out and about. He will be giving 99% of his time in the Parish this summer and response times should be improved. Parking problems should be improved also. Manning figures do not include special constables.\\\f0\b \ul County Councillor D Spear.\f1\b0 \ulnone He spoke about the review of the Definitive Map of Footpaths and Bridleways, saying that it was a slow process. Because of the issue of adding routes to the Definitive Map in Georgeham there was to be an Inquiry. He also spoke regarding the Croyde Sewage Treatment work, footway works, surface dressing, drainage, Section 106 and signing.\ \\f0\b \ul District Councillor P Evans.\f1\b0 \ulnone He expressed his thanks to District Councillor Wilkinson who had mentioned some points which he had intended to raise. He gave a summary of his Council activities during the past year. He was a member of the Planning and Licensing Committees, the latter of which are to be responsible for the issuing of residential and business licenses. \\f0\b \ul \District Councillor M Wilkinson.\f1\b0 \ulnone He felt this was a year of firsts. He was working in a combined ward of two representatives and gave praise to District Councillor Evans for all his efforts. This was the first time he had worked with parish of Georgeham and was pleased to see that all Councillors were enthusiastic. It was also his first time of working with Mrs Squire, the Parish Clerk and whose reports he commended as excellent. He had concerns with the four parishes he represents regarding additional development. He raised the subject of tourism and felt that the season was extending. There was to be a new Lifeguarding contract next year which was too short at present and opinions to be sought. It was essential to get Beach cleaning, street cleaning and collection of rubbish right and here he brought in the Greensweep recycling programme which was only residential, with camp sites and pubs to be looked at. Affordable housing needed addressing. It must be recognised that this area is financed by the tourist industry, and is also a place to live as well and the needs of locals should be treated with balance and sensitivity. \\pard\pardeftab720\ql\qnatural\f0\b \cf0 \\pard\pardeftab720\ql\qnatural\cf0 \ul \ulc0 Councillor J Symonds on behalf of Georgeham Parish Council\\pard\pardeftab720\li2160\ql\qnatural\cf0 \ul \ulc0 \\pard\pardeftab720\ql\qnatural\f1\b0 \cf0 \ulnone He spoke about items which had happened during the last year which were the Croyde Sewage Treatment Works, two new District Councillors, the fact that the Parish Council was working towards Quality Parish Status. To serve the parish was first and foremost. The Parish Council would progress plans for the playing field. He spoke on the Glebefield development. There should be awareness of limited development rights. There had been roadworks at various locations, and thanked parishioners for their patience. Parking problems continued. He thanked County Councillor Speak for all his efforts. In this Area of Outstanding Natural Beauty, we have a duty to protect. All views are heard at Parish Council Meetings. He thanked the Parish Clerk for her time and efforts and also his fellow Councillors for all their input and interest. \\pard\pardeftab720\li2160\ql\qnatural\f0\b \cf0 \ul \ulc0 \\pard\pardeftab720\ql\qnatural\cf0 \ul \ulc0 Councillor W Foster \'d0 Footpath Warden.\f1\b0 \ulnone Seasonal maintenance had taken place by various organisations. A Parish Footpath (PP3) grant had been applied for and awarded. There was opposition of the revision of footpaths to become byways, and representations would be made at any Inquiry. 90% of all footpaths were easy to use and the County Council target will easily meet it. 2050 native trees have been planted. 5 horse chestnut trees planted on green in memory of the late Councillor Tony Barnes. \\pard\pardeftab720\li2160\ql\qnatural\f0\b \cf0 \ul \ulc0 \\pard\pardeftab720\ql\qnatural\cf0 \ul \ulc0 Councillor R Tucker on behalf of Georgeham Relief in Need\\pard\pardeftab720\li2160\ql\qnatural\cf0 \ul \ulc0 \\pard\pardeftab720\ql\qnatural\f1\b0 \cf0 \ulnone This organisation comprised 3 members. No meetings had been held as there had been no need. He gave details who the organisation was founded for and asked that people let the committee know of anyone who could benefit with help. The amounts given are significant. He was continuing on the committee. Planning consent had been granted for the new extension and funding was being sought for this. She said that the committee worked hard and the Hall was financially successful, mentioning the various events which had been held over the year. The school achieved active goal for sports and healthy award and holds various after school clubs. Congratulations were expressed to the girls netball team who won the Braunton Tournament for the second year running. The school welcomes visitors who give a wide range of talks and the children have been on visits and walks. Following an Ofsted inspection in January, it was classified as a good and improving school. There had been one slight disappointment regarding funding which had been turned down and no hope of any to come. He took the opportunity of thanking the staff and helpers for their efforts and dedication.\\pard\pardeftab720\li2160\ql\qnatural\f0\b \cf0 \\pard\pardeftab720\ql\qnatural\cf0 \ul \ulc0 Financial Report presented by the Clerk\\pard\pardeftab720\ql\qnatural\f1\b0 \cf0 \ulnone \The Clerk presented the Statement of Accounts for the year ended 31 March 2004. Enquiries regarding the accounts would be heard at the next meeting. She advised that the Parish Council was compliant in all matters. Councillor would be updating and signing the Code of Conduct Register of Members Interests forms at the Annual Parish Council Meeting next month, something which would now take place on an annual basis. New computer software had been purchased. The VAT reclaim form had been submitted to HM Customs and Excise for the year ended 31 March 2004 to run in conjunction with the financial year. The BACS transfer payment was awaited. She intended to submit the accounts and related paperwork to Messrs Sully and Co., the Parish Council\'d5s Internal Auditor shortly, so that the Annual Return could be completed and returned to the District Audit in good time for the 5 July deadline.
