PRESENT: Councillor J Symonds (Chairman), Councillors Mrs J Barnes, Miss R Brian, N Mapp, R Tucker. Also in attendance: County Councillor D Spear, District Councillor P Evans, one member of the public and Mrs S Squire, Parish Clerk. 51. APPROVAL OF THE MINUTES OF THE LAST MEETING HELD ON 29 JULY 2004. These were confirmed and signed as a correct record after it was noted that the owner of Georgeham Post Office was Rowena Cross. Other amendments carried out: 46 (ii) A Heritage Centre would also be supported. 46 (iii) A Public Inquiry would only be held if objections were received from DCC or NDDC. 49 (a) Councillor Mapp to prepare a by-law, not a draft letter and this was presented to the Meeting. The Chairman felt it was very similar to that being proposed and that no further action should be taken for the time being. 52. APOLOGIES. Councillor Mrs V Meek – Commitments at home. J Yeo – Commitments at home. W Foster – Work commitments. District Councillor M Wilkinson – at another Meeting. 52a. ARTICLES FOR THE CRYDDA. Members would like to see a copy of the Minutes in this publication but it was recognised that due to deadline dates, this may not be possible. It was acknowledged that the Minutes go in the Journal and are on display in the Post Office. Councillors were given the opportunity to speak and opinion was divided. Councillor Slade, the Parish Council representative, to be encouraged to ensure that the Parish Council receives a high profile within the publication with regular contributions. 53. REPORTS: Police – not present. County Councillor D Spear. He spoke about sustainable farming and a food booklet. There will again be a celebration of food event in October. He mentioned the possibility of a Braunton by pass. He was advised that the Parish Council wish to be kept informed on the immanency of the Traffic Orders for the green lanes. District Councillors P Evans – The Playing Field matter would be raised later in the Meeting. He advised that the Community Development Unit had been successful in drawing down funding. The money allocated for this area (Ł16,000) was being handled by the Braunton Coast and Countryside Alliance with which it was intended to fund the Vital Village Scheme and Parish Development Plan. The complaint against him was not now proceeding and Councillors welcomed this information. Braunton Superstores – The Tesco plan had been looked at with Mr Huxtable’s proposals being considered possibly at the next full Planning Council Meeting to be held in mid September. There would be a presentation at Braunton Parish Rooms. Braunton Parish Council had a prejudical interest in this development as they own adjacent land. 54. REPRESENTATIONS FROM THE PUBLIC. The Chairman was regretful that, following discussion by members of the public throughout the village concerning the Playing Field over the last few days, no one was in attendance at this Meeting to discuss the issue. Applications, as below: i) 38333 – Erection of 2 equipment cabinets & installation of 2 antenna on existing tower – NTL Transmitting Station, Ora Hill, Croyde. It was RESOLVED to recommend approval. 38328/38329 – Listed Building Application - Demolition of existing rear extension, erection of glass garden/dining room extension, internal alterations to dwelling and erection of new garden wall – Croyde Manor, St Marys Road, Croyde. It was RESOLVED to hold a site visit on Tuesday at 4 p.m. Councillor Tucker to contact the applicant. 38330/31 – Construction of swimming pool & associated buildings together with conversion of shed to form pool plant room – Croyde Manor, St. Marys Road, Croyde. It was RESOLVED to hold a site visit on Tuesday at 4 p.m.. Councillor Tucker to contact applicant. 38191 – Retrospective application for formation of hard standing for parking – land r/o Down View Cottage, The Cross, Croyde. Three letters of objections had been received in respect of the above. It was RESOLVED to hold a site meeting on Tuesday after the Croyde Manor site visit. 38216 – Extension & alterations to dwelling – 11 Pathfields, Croyde. The Clerk advised that Planning Officer Mr Heard had communicated that day to inform the Meeting that this had been determined as it was minor straightforward application. 38207 – Insertion of dormer window & conversion of roof void to form additional living accommodation – 21 Orchard Grove, Croyde. It was RESOLVED to recommend approval. 38194 – Increase size of dormer window = Wayside, Putsborough Road, Georgeham. It was RESOLVED to recommend approval. 38173 – Outline Application for residential development – land off Lane Head Close, Moor Lane, Croyde. It was RESOLVED to recommend approval with the following comment “subject to the retention of adequate local needs housing being incorporated into the scheme as shown on the plan. This local needs housing to be managed by a registered social landlord incorporating a 106 Agreement similar to that put in place at the Glebefield development, Georgeham. It is proposed that the local needs housing Page 3 – 26.08.04 include a number of one bedroom units for childless couples or single people from within the parish”. 37251 – Extension & alterations to dwelling including conversion of loft to form additional living accommodation (amended drawing) (additional information and amended plan) – 17 Sandyway, Croyde. It was RESOLVED to recommend approval. Councillor Tucker and District Councillor Evans were thanked for their help in connection with this application. 38263 – Outline application for erection of 1 dwelling with garage and self contained annex – land adj. Fairleigh, Georgeham. It was RESOLVED to recommend refusal on the grounds that it lies outside the development boundary with the following comment “However, if there were policies that supported this development, we may view it differently”. Unanimously agreed. 38232 – Notification of works to trees in a Conservation Area in respect of felling of 1 tree – The Old Manse, Chapel Street, Georgeham. It was RESOLVED to recommend approval. 38385 – Extension to dwelling – 45 Davids Hill, Georgeham. This Application had only recently been received and after making enquiries from the Planning Department, they advised that the Parish Council’s views were required before the next Meeting on 30 September, despite the fact that the Application had not been advertised in the local press. The Chairman agreed that the Application should be considered. It was RESOLVED to recommend approval. A note to be added saying that the Parish Council were not at ease with the fact that they were not given the opportunity to defer thus allowing time for residents in the immediate vicinity of this application to make representation if they so wished. (3) Planning Correspondence: (a) The following NDDC Approval Notices were noted. 37929 – Erection of stable block at land adj. Garden Lodge, North Buckland. 37925 – Extension to dwelling at 10 Longland Lane, Georgeham. 37932 – Extension to form dependant relatives annexe at Middleborough House, Baggy Point, Croyde, together with a letter from NDDC giving their reasons as to why it was approved and these were advised to the Meeting. 38109 – Extension & alterations to dwelling at 13 Orchard Grove, Croyde. 38093 – Extension to dwelling at Orchard Way, 7 Cloutmans Lane, Croyde. 38086 – Erection of conservatory with garden store underneath at 1 Putsborough Road, Georgeham. 37994 – Listed Building Application in respect of replacing existing unauthorised UPVC windows with timber windows (amended description) at Parminter, 16 St Marys Road, Croyde. The following NDDC Refusal Notices were noted. Page 4 – 26.08.04 37896 – Erection of double garage & store to replace existing single garage at Wray Cottage, Cross, Croyde. 37897 – Raising of roof to allow first floor extension to dwelling and replacement of flat roof with pitched roof at Glebe Cottage, Georgeham. 37827 – Outline application for erection of 1 bungalow with garage at land adj. East Boundary of 1 Moor Lane, Croyde. Tree on village green. The resident of 1 Davids Hill, Mrs A Devereux was concerned about the height and bulk of this, especially in high winds and feared damage to her property if it were blown down. Councillors agreed that when the work in Chapel Street was being carried out in October, that the Tree Surgeon be asked to attend to this one as well. Councillor Mrs Meek had contacted the Meeting earlier to advise regarding the recent approval of a Planning Application in respect of Speedwell and The Haven. The Parish Council had, when recommending approval, put a storage condition only on but it now appeared that both properties were being converted into accommodation. The Planning Enforcement Officer to be asked to make a site visit and ensure that planning consent was being complied with, and a response given to this Council. NDDC _ Georgeham Playing Field. The Enforcement Officer had written regarding the two metal containers on site, which was in breach of the planning consent for a portacabin. Councillor Tucker advised that he had spoken to the Architect that day. The containers were 22% bigger than what had been applied for and were ships containers and not a portacabin. They had not been placed in the correct position agreed because it had not been possible to do so and were approximately 10’ from the agreed site. The issue was that they were containers and not portacabin. It would not be possible to move them within the 28 days the Planning Department has given. It was stressed to the Meeting that there was never intention to cause any deceit or to mislead the Planning Authority. Councillor Tucker would be arranging a meeting with the Planning Officer and all Councillors were welcome to attend in an effort to establish common ground and the next step to take. It was hoped that in the Autumn, it would be feasible for a single storey pitched roof changing facility to be designed to take matters forward to the next stage. It was hoped that the facilities would come to future fruition, especially following Mr Brian Holme’s talk at the next meeting regarding the parish plan. It was hoped that Outline Planning Application would be given by Christmas. Councillors agreed that dialogue was important and further discussions to take place. It was also stressed by Councillor Symonds that the Parish Council’s support for the Surf Life Saving Club at Croyde was vital. 56. CORRESPONDENCE. Devon County Council. Road Traffic Order. Newberry Road, Georgeham to enable pipes to be laid. NDDC. Funding of by-elections will cease as from April 2005. A contingency for this to be included in the Precept. NDDC. Next meeting of the Braunton Coast & Countryside Alliance is on Tuesday, 28/9/04 at 7.30 p.m. at West Down Parish Hall. Request from Mrs Willis for sign at Higher Ham Cemetery. Councillor Symonds to inspect the site and make arrangements for something suitable. Page 5 – 26.08.04 Croyde Village Hall. Park Benches. These required refurbishing at a price of Ł400. Councillor Tucker proposed a donation of Ł100, seconded by Councillor Symonds. Unanimously agreed. South West Water. An Open Day was being arranged, the date of which would be advised nearer the time. Lowering of the gantry height of the sludge tanks was planned to start on 6 September and would take 4 weeks. MATTERS RAISED BY COUNCILLORS. Councillor Mapp – Emergency Plan. Following much investigation, it had been ascertained that failure to comply with certain regulations would mean that the Parish Council would not be able to get insurance for volunteers. Since this was such a complicated subject and one open to ambiguity, it was proposed by Councillor Symonds and seconded by Councillor Tucker that this Council should not have an Emergency Plan. Vote: 4 in favour, one against. Regarding the running costs for the services to the portacabin, for the foreseeable future after capital work has been completed, the Parish Council would expect the Football Club to be responsible for payment of services. Unanimously agreed. The Football Club to be requested to provide a schedule of how the Parish Council donation has been allocated. 59. MEETINGS ATTENDED BY COUNCILLORS. Councillor Tucker. He had met with Mr Flashman, the toilet cleaner. Two quotations to be obtained in respect of 24 hour sensor lights for Georgeham Public Toilets. Councillor Mapp – had met the Tree Surgeon who would be carrying out the work in Chapel Street. 60. FINANCE. Balances. Ł 84.50 Councillor Mapp Photocopying Ł 9.16 Page 6 – 26.08.04 Confirmation was noted from Woodcraft UK that Mr J Gillard’s cheque for Ł752.12 in respect of the Waveform Seat has been received in full settlement. Arrangements were being made for a new concrete pad to be made and the work would be carried out October. An email had been received from Mrs P Fishleigh, Exchequer Controller of NDDC who advised that the Council staff have had a nationally agreed pay rise of 2.75% as from 1.4.04. She required the Parish Council’s advices as to whether the Clerk and Mr Humphries were to get a cost of living increase. A reply to be sent to the effect that no increase was due at present. This would take effect from1.4.05. Details were noted from the National Association of Local Councils of National Salary Award for Clerks from 1 April 2004 and 1 April 2005, together with revised petrol allowance rates. The District Audit had confirmed that the Parish Council’s accounts for the financial year ending on 31 March 2004 had been satisfactorily completed and signed off, without any queries. Website.
