He advised that since 1 November, there had been 5 crimes of which 3 were damage to vehicles. Other than that, he was happy to report that all was quiet. He mentioned the request for parking restriction at Millers Brook. He gave the Police Authority\'d5s opinions on the proposals and outlined parking problems in nearby areas. The police would be responding officially to Devon County Council.\ \f0\b \ \ul County Councillor D Spear: \f1\b0 \ulnone He advised that the new office of the County Records Office had recently been opened by Princess Anne. He outlined the Gershwin report which concentrated on efficiency savings 2.5% for first year, ascending in future years. Subject to approval of the Executive, consultants were to be brought in from private enterprise. There was good news for primary and secondary schools as more funding was available. There would be modernisation of social services, particularly senior citizens and an efficient way of looking after them and humane way in supporting them in their communities. \ul \ \pard\pardeftab720\li720\fi-720\ql\qnatural \f0\b \cf0 \ul \ulc0 \ \pard\pardeftab720\li720\fi-720\ql\qnatural \cf0 \ulnone \ul District Councillors P Evans and M Wilkinson: \f1\b0 \ulnone P Evans advised that in the settlement of funding by Government for coming year, a shortfall in income has been identified during the first year of the District Council being responsible for alcoholic licensing with the additional expenditure and all that it will entail. He mentioned the parking issue at Millers Brook and a theoretical incident. He had assisted with the new road surface problem which had manifested itself at Forda in relation to horses slipping on the surface, and there is a similar problem at Darracott. Councillor Mapp advised the meeting on up to date situation. \ \pard\pardeftab720\li720\ql\qnatural \f0\b \cf0 \ul \ulc0 \ \pard\pardeftab720\li720\ql\qnatural \f1\b0 \cf0 \ulnone Councillor Symonds spoke about Millers Brook and said the Council would press forward with plans to assist residents. In connection with licensing, he mentioned the business that was being run as a restaurant and operating as a pub, which is an enforcement issue.\ M Wilkinson expressed festive greetings. He had written a letter of objection to the District Council and the Parish Council and he went through the points he wished to make in objection of over development. Mr Tucker would be recommending that no planting is undertaken and that his further recommendation was to do nothing and he would be indicating this to Mr Pedlar, the Planning Department official. The Parish Council would now be able go to the Planning Department and advise that everything that can be done has been done. The Parish Council\'d5s Application will now go ahead and the District Councillors will ask for it to be called in. He gave his thoughts and enlarged on his findings. The Chairman also spoke regarding the BOATS Inquiry and how he felt the Parish Council should deal with the issue when the time and opportunity came. Councillor Mrs Meek wished to pursue the historical route. Councillor Mapp suggested people access the DEFRA site and gave details which he felt would be helpful before they attended the meeting. The Chairman suggested that Councillor Mrs Meek contact them with a view to sharing views to present a united approach at the Inquiry. District Councillor Evans felt that the Parish Council should contact all the other local organisations and these to also to be invited. At this point, Mr Tebbutt was allowed to speak who advised that CARA had had numerous meetings with various bodies and said that CARA\'d5s views were much in line with those of the Parish Council. \ \ \ \ \pard\pardeftab720\ql\qnatural \f0\b \cf0 \ul \ulc0 111. It was not permissible for a chemical to be used and the problem is to be pressure washed. Councillor Mapp is monitoring the situation meantime and appraises the Mums whose children use the area.\ \pard\pardeftab720\ql\qnatural \cf0 \ \pard\pardeftab720\li720\fi-720\ql\qnatural \cf0 (v) Councillor Tucker was asked to get a quote from Mr Scoblins for laying, steeping and taking away debris from hedge. He had been provisionally told to start on 6/1/05 and this was approved by Councillors.\ \pard\pardeftab720\ql\qnatural \cf0 \ \pard\pardeftab720\li720\fi-720\ql\qnatural \cf0 (vi) Councillors Mapp and Mrs Meek raised the trimming of the hedge from the shop along Chapel Street. Councillor Mapp advised that DCC have accepted responsibility and he was now liasing with Tree Surgeons with regard to this and the details would be sent when received to the Clerk. DCC would be putting this work is being put out to tender. Costings for work on the tree identified by Mrs Deaveraux would be sent to Councillor Mapp.. This resulted in horses slipping due to the nature of the top dressing. The Clerk had emailed DCC and arrangements were being put in hand to rectify the problem. There were \f0\b \f1\b0 6 lectures presented by very experienced Parish Clerks from much bigger parishes. He wWent through the personal qualities of people required of raising and using money. Advice was given on tips for applying for and raising money, i.e. make applications different from others that would be submitted, present the project from a different angle, amplify the training element, expand the training of young footballers or training of young cricketers with nets. Help is available if applying for Heritage lottery money. Matching funding can be given in other forms, e.g a day\'d5s labour such as a plumber. Land could be given instead of money. Delegates were advised that the organisation should start building up reserves. The Excel computer programme was commended for dealing with spreadsheets and dealing with money.
