PRESENT: Councillor J Symonds (Chairman), Councillors Mrs J Barnes, Miss R Brian, W Foster, N Mapp, Mrs V Meek, Mrs L Slade and R Tucker. Also in attendance: County Councillor D Spear, District Councillors P Evans and M Wilkinson, Special Constable J Fortune, 15 members of the public and Mrs S Squire, Parish Clerk. 1. APOLOGIES: Councillor J Yeo – work commitments. 2. APPROVAL OF THE MINUTES OF THE MEETING HELD ON 22 JANUARY 2004. These were signed after the following amendments had been made: Under 14 (1) in respect of Mortehoe Public Toilets, that cleaning costs amounted to Ł2,500. Under 10 – Clerk’s Contract of Employment. It was not Resolved that the Clerk’s Pay Scale should be as that noted, but reported. Minutes of a Site Meeting held on 24 January 2004 in respect of Planning Application No. 36773/36810 – Listed Building Application - conversion of and extension to store rooms to form al fresco area, toilets and play area – Home House Restaurant, 25 St Mary’s Road, Croyde were also signed. 3. REPRESENTATIONS FROM THE PUBLIC. Mrs Gregory recorded her thanks for the additional dog bin in Sandy Lane. Mrs Hood. The Clerk spoke on her behalf regarding a tree on her boundary fence which it was thought may belong to the Council. She was going to have the rest of the trees along her fence attended to by a Tree Surgeon and requested the Parish Council’s thoughts on this particular one. Councillor Foster to make contact with her the following weekend. Mr and Mrs Hickman. The Clerk spoke on their behalf. They wished to have permission to place a seat in memory of their Son in the Down End area. Their first choice had already been taken by Mr Gillard whose seat in memory of his Father was on order and would be placed on the concrete plinth. They had identified another area a little further on which they felt would be suitable. Councillor Foster would inspect the proposed area and liase with Mr and Mrs Hickman. 4. REPORTS. Police. Special Constable Jack Fortune introduced himself and his job. There had been three thefts since Christmas and the arrest of a drunk driver. He explained that the Special Constables role would shortly be reorganised and a campaign launched to recruit additional members. This was being held the following Saturday at Braunton Police Station. Every Beat Manager in the area will now have a Special Constable attached to him. A Special Constable was about to come out of training and will be on PC G Lees patch, which meant that there would be two Special Constables and a full time Constable in this area. Councillor Tucker thanked him and his colleagues on behalf of the Parish Council, for taking on this type of work noting that like those Members around the table, all were volunteers. Councillor Symonds raised the issue of camper vans belonging to residents and parked in lay bys and other areas, being too big to park on their own properties. S C Fortune advised he would raise this problem with Sgt. Toby Davies and advise the Parish Council accordingly, as this is seen as an obstruction. County Councillor D Spear. He advised that DEFRA will report at the end of April in connection with the Rural White Paper. Additional funding had been granted for the Devon Travel Plan. District Councillor M Wilkinson. He advised that on 22 March at the Landmark Theatre, Ilfracombe, there would be an event looking at all aspects of community renewable energy projects, and encouraged Councillors’ attendance. District Councillor P Evans. With regard to Footpaths, there were still concerns regarding the Definitive Map. 5. MATTERS ARISING. (i) Dog Bin. This had been fixed in Sandy Lane. (ii) Clerk’s Contract of Employment. In hand. 6. PLANNING. 36947 – Extension to dwelling – Chestnut Cottage, 11a St. Mary’s Road, Croyde. Councillors recommended refusal on the grounds that it was over proliferation on a small site. 36949 – Extension and alterations to dwelling – Sandbourne, Down End, Croyde. It was RESOLVED to recommend approval. 36886 – Erection of surf school, life guarding/beach safety provision and changing facilities – Putsborough Sands Car Park, Putsborough, Croyde. Councillor R Tucker declared an interest, left the room and took no part in the discussion or voting. Mr Richards, the Applicant’s Architect was present and explained the design and also added that there would be educational programmes from the Heritage Coast and Marine Conservation Area on display. Mr Short, the proprietor, addressed the Meeting and explained why the project was being done. Councillor Mrs V Meek advised that she had sent a letter of objection to the Planning Department of NDDC and also advised the applicant that she had taken this course of action. She explained why she had felt it necessary to do this. Councillor Mrs L Slade proposed that this Application be approved. Seconded by Mrs J Barnes. Councillor Mrs V Meek proposed an amendment for refusal. A vote was then held, the result of which was as follows: 6 in favour. 1 against. The proposal to recommend approval was carried, subject to the education programmes from the Heritage Coast and the Marine Conservation Area being an integral part of the development. 36895 – Conversion of barn to form 1 unit of holiday accommodation – land adj. To Jack Smale’s Cottage, Heddon Mill Farm, Heddon Mill, Braunton. Councillor Mrs L Slade declared an interest, left the room and took no part in the discussion. It was RESOLVED to recommend approval. 36916 – Extension and alterations to dwelling – North Buckland House, North Buckland, Braunton. The applicant explained why he was making the Application. It was RESOLVED to recommend approval with the condition that there was concern regarding the dormer windows on the south aspect. 36845 – Extension and alterations to dwelling – Ora Hill House, Stentaway Lane, Croyde. It was RESOLVED to recommend approval, with the condition that the exterior décor is in keeping with the surrounding area. 36908 – Notification of works to trees in a conservation area – land adj. Verbena Cottage, Georgeham. Mr A Tucker of NDDC had advised that this Application was proceeding due to its nature. The Application was passed to Councillor Foster to a recommendation on the Parish Council’s behalf and he would report back to the Clerk to advise the Planning Unit. 36984 – Erection of dwelling – garden of The Croft, land off Orchard Grove, Croyde. Mr Evans raised an objection and explained his reasons for doing so. Mr Pirie had objected by letter and was also present at the meeting to voice his objections. It was RESOLVED to recommend refusal on the grounds that it is inappropriate for the site and dominates the rest of the properties around. 36994 – Outline Application for erection of dwelling – land adj. ‘The Hide Out’, Forda, Near Braunton. Mr Mather spoke regarding vehicular access. It was RESOLVED to recommend refusal on the grounds that this application is outside the development boundary and therefore there is a presumption against development. (j) 36973 – Extension and alterations to dwelling – Auchtereed, 8 Langsfield, Croyde. It was RESOLVED to recommend refusal on the grounds that the houses will abut, creating a terrace effect with the loss of existing space between the properties. 36957 – Notification of works to trees in a conservation area – Croyde Manor, St. Mary’s Road, Croyde. It was RESOLVED to recommend approval. 37083 – Extension to dwelling (amendment to planning permission 34614) – 3 Ora Close, Croyde. It was RESOLVED to recommend refusal on the grounds that the original approval is as big as the Council would like to see and is a potential over proliferation of the site. 37093 – extension to existing conservatory - 8 Broad Park Close, Croyde. It was RESOLVED to recommend approval. 37075 – demolition of existing bungalow and erection of new bungalow - The Mead, Withywell Lane, Croyde. It was RESOLVED to recommend approval but concerns were raised about the quality of the materials proposed, i.e. we may wish to see a slate roof. 37062 – Replacement of garden shed - Wyclif, Croyde. It was RESOLVED to recommend approval with the condition that it is not used for accommodation. 36810/36773 – – Listed Building Application – conversion of & extension to store rooms to form al fresco area, toilets and play area – Home House restaurant, 25 St. Mary’s Road, Croyde. A letter of objection had been received. The writer requested that Councillors each have a copy and these were circulated. It was RESOLVED to recommend refusal on the grounds that there is no material change from the original Application and there is insufficient information regarding the refurbishment of the historic barn to reflect its status within the conservation area of Croyde, as promised by the applicants previously. 7. PLANNING CORRESPONDENCE. The following NDDC Approval Notices were noted: (i) 36654 – Erection of garage at 1 West Croyde, Croyde. (ii) 36608 – Extension and alterations to dwelling at 12 Longlan Lane, Georgeham. (iii) 36638 – Replacement of existing outbuilding roof with slate roof at High level, including 2 roof lights plus formation of 2 windows at Speedwell, Georgeham. (iv) 36449 – Extension to front and rear of Village Hall at Croyde Village Hall, 1 Jones’s Hill, Croyde. (v) 36687 – Listed Building Application in respect of replacement of flat roof to outbuilding with hipped slate roof, construction of link between house and outbuilding and internal alterations to dwelling at Rose Cottage, 31 St. Mary’s Road, Croyde. 36594 – Proposed swimming pool and associated buildings at St. Helens House, Croyde. 36707 – Extension to dwelling and conversion of loft to form additional living accommodation at 11 Orchard Grove, Croyde. 36793 – Extension to dwelling at 9 Myrtle Farm View, Croyde. The following NDDC Refusal Notice was noted: 36702 – Formation of new vehicular access at 43 St. Mary’s Road, Croyde. 36814 – works to trees covered by a Tree Preservation Order – 7 Williamson Close, Georgeham. It was agreed that for future Agendas, Planning should start with Matters Arising and after planning, general Matters Arising. 8. CORRESPONDENCE. Braunton Parish Council. They were proposing to have leaflets of their Footpaths printed, some of which went into this Parish. They had enquired if this Council had any objection to these Paths being included. Councillors did not have any objections. On inspecting the map of this Parish it was noted that the property Hidden Valley was shown as being in this Parish. The Parish Council have never received any Planning Applications, and it was known that work carried out there would have required this. The Planning Unit to be asked for clarification. ROSPA. Playground inspections will take place in March. They required a map of the play park and a reply to be sent accordingly. It was advised that the Croyde Play Area refurbishment had taken place and Councillor Symonds gave an update on other work carried out afterwards to make it safe. The work was almost completed and had to be done quickly to avoid a child being hurt. The Countryside Agency. Vital Villages Update. Councillor Miss R Brian handed the Clerk a grant application, parts of which had to be completed. Councillor Mapp then gave a report on the Countryside Alliance Meeting. This was followed up by Councillor Miss Brian. Braunton Youth Club was opening at Easter and young people from neighbouring parishes were invited. The next meeting was fixed for 27 April. Councillor Miss Brian felt that too much of the meeting focused on Braunton and she will draft a letter of objection for the Clerk to send on behalf of the parish Council. DAPC. Nominations requested for Royal Garden Party. Councillor Miss R Brian’s name to be put forward. DCC. Definitive Map. A reply to be sent advising we do not wish to withdraw our objections and look forward to sending delegates to the subsequent Inquiry. First National Red Bus. They had replied to our letter regarding the bus shelter outside Unison. It was not owned by them and in the circumstances, Councillor Miss Brian would investigate this further. Training Events. The Clerk advised that she would be attending the Clerk’s Training Event and a Parish Plans Surgery. Slee Blackwell. They had sent the transfer document in respect of Georgeham Toilets and Bus Shelter for signature. Before this was done, Councillors Symonds, Tucker, Mapp and Mrs Meek to check the document to ensure it was in order. Slee Blackwell. They had confirmed that the transfer of the car park had been completed and was now in the ownership of the Parish Council. The Clerk to advise Cornhill Insurance to ensure that this additional piece of land was included in the Policy schedule. North Devon Local Plan. Enquiry Questionnaire sent for completion. Councillor Symonds to undertake this and return to the Clerk for forwarding on. DCC. Notice of road closure – Putsborough Manor, Putsborough Road, Croyde. MATTERS RAISED BY COUNCILLORS. Councillor Miss Brian. Road Closures at St. Mary’s Road and Down End. She advised that work on St. Mary’s Road has not been undertaken as this could not technically be carried out. A letter to be written to Western Power advising that the Parish Council were not satisfied with the quality of co-ordination of Road Closure Notices in the Parish. Furthermore, for any future proposed road closures that do not comply with current statutes, we would expect financial compensation for this basis. As regards Down End – this had proved unpopular. She gave her reasons and the Chairman explained the historic arrangements and agreement. Councillor Symonds. He felt that a sign on Jones’s Hill just prior to Ora Close at the Junction to Moor Lane and then the Ora Close junction should have a sign saying “Slow, Concealed Entrances”. Agreed. The Clerk to request this. The car park signs for the Glebefield had not been received and this to be chased. Councillor Mrs Slade. She requested that the Parish Council write a letter to Balfour Beatty passing on their thanks to them for the way the recent work was carried out. In addition, the workmen showed courteous behaviour towards the residents and the management of the work was well done. Councillor Foster. He had obtained 200 trees from the Coast and Countryside Service which would be planted on four sites around the Parish, namely one section of hedgerow around the Glebe and the others in Croyde. He would organise a letter for landowners to sign confirming that they accept responsibility for the three. Five horse chestnut trees had been planted on the Glebefield in memory of the late Councillor Tony Barnes. A suitable plaque would be fixed in the Summer. Councillor Mrs Meek. She raised the fact that there was a new chalet at Crows Nest and also at Kittiwell. This to be checked. In addition, a letter to be sent to the Planning Unit regarding a new timber building at the rear of Kittiwell Hotel, Croyde. The Enforcement Officer to be asked to investigate. Chapel Street hedge. Following a Site Meeting with David Netherway several months ago, no further action was required. Councillor Mapp. As a sub committee member of the Playing Field, he enquired the up to date position, which was advised to him by Councillor Tucker. The Pavilion which had been mentioned on several occasions in the past to be considered at a later date. The drinking fountain had still not been completed and Councillor Tucker to request the return of the relevant documentation in order that the work can be finished by another contractor. He passed a copy of the Braunton Express a new parish newsletter recently launched to the Clerk for her interest. This was one of the criteria for obtaining Quality Parish Status.
