IN GEORGEHAM VILLAGE HALL. PRESENT: Councillor J Symonds (Chairman), Councillors Mrs J Barnes, Miss R Brian, N Mapp, Mrs V Meek, Mrs L Slade R Tucker, J Yeo. Also in attendance: County Councillor D Spear, District Councillor P Evans, , 15 members of the public and Mrs S Squire, Parish Clerk. 1. APPROVAL OF MINUTES. The Minutes of the Meeting held on 11 December 2003 were approved and signed. Notes were also received in respect of a Site Meeting held on 20 December 2003 and Meeting on 15 January 2004 regarding Parish Council adoption of Policies. 2. APOLOGIES. Councillor W Foster – away on business. District Councillor M Wilkinson. 3.   REPRESENTATIONS FROM THE PUBLIC. The Chairman advised that the Meeting would hear representations regarding the Planning Application in respect of Home House immediately before the Application was considered by the Councillors. 4. REPORTS. Police. Sgt. Davies advised that there had been two crimes since the last Parish Council Meeting, one of criminal damage and the theft of a fire extinguisher. County Councillor D Spear. Down End. Details were given as to when the Down End footway was to go ahead. It was anticipated this would be completed in time for the Summer. The Parish Council expressed their thanks and appreciation to County Councillor Spear for all his efforts to enable the footway to become a reality. Lane Head Close. Regarding the yellow lines at Lane Head Close, the order was being processed and is going ahead subject to the usual consultations. The enforcement would be from Easter Day to 30 September. Definitive Footpath Map. He handed Councillors a copy of a Report regarding this and further details were given of what could be done. Council Tax. He updated the Council with possible capping details. District Councillor P Evans. – He enlarged on the Definitive Rights of Way issue and also mentioned Council Tax. He handed the Chairman a copy of the Sustainable Development Officer’s Report ‘Creating a world class industry in a world class environment’ which focused on tourism in the area. 5. MATTERS ARISING. Dog Bins. It was reported that S D K Kilsyth had quoted a price of Ł200 + VAT for fixing one bin. The cost of servicing 13 bins twice weekly would be Ł234 + VAT. Councillors felt this charge to be excessive and beyond the Parish Council budget and resolved not to proceed. It was noted that the situation regarding emptying the bins had improved by J & J Bins and the cheque which had been held to be released in payment of the November Invoice. J & J Bins had advised that the bin at Sandy Lane would be fixed this coming weekend. Report of Site Meeting regarding Road Safety outside Georgeham Post Office. This was attended by councillors R Tucker, Mrs V Meek and N Mapp. The Parish Council’s suggestions were outlined but the Official from DCC was not prepared to move the white lines on the road. He offered an alternative suggestion in that he was mindful to build a pavement outside the Post Office and Shop. Draft proposals would follow. Councillors were in agreement with this suggestion but will wait for the letter. A secondary safety suggestion was that the presently blocked up doorway be reinstated which would improve safety, it was felt. (iii) Croyde Play Area. Work to bring the equipment up to standard was taking place. 6. PLANNING. 36687 – Listed Building Application in respect of replacement of flat roof to outbuilding with hipped slate roof, construction of link between house & outbuilding & internal alterations to dwelling – Rose Cottage, 31 St. Mary’s Road, Croyde. It was RESOLVED to recommend approval. 36707 – Extension to dwelling & conversion of loft to form additional living accommodation – 11 Orchard Grove, Croyde. It was RESOLVED to recommend approval. 36702 – Formation of new vehicular access – 43 St. Mary’s Road, Croyde. The Council were minded to approve subject to highway recommendations. 36720 – Erection of 3 dwellings and garages – land adjoining Pathfields Plot 7, 8 & 9, Moor Lane, Croyde. Mr Maskell, the Applicant, explained why the Application had been made. Outline Application had been previously granted and the Application was also subject to the 106 Agreement which includes an element of local needs housing. It was RESOLVED to recommend approval, subject to the 106 Agreement confirming that the element of local needs housing in the overall development at this location will come forward as agreed. 36743 – Demolition of disused outbuilding & takeaway to form a new amenity building with managers flat over (renewal of planning permission 27002) – Bay View Farm, Croyde. It was RESOLVED to recommend approval. 36435 – Certificate of Lawfulness – Jack Smale’s Cottage, Heddon Mill Farm, Heddon Mill, Knowle, Braunton. Councillor Mrs L Slade declared an interest, left the room and did not take any part in the discussion or decision. It was RESOLVED to recommend approval. 36616 – Variation of various Planning Consents – Ruda Holiday Park Ltd., Croyde. The Chairman had studied the North Devon Plan in depth and quoted various sections and points which he had made in connection with this Application. It was proposed by Councillor Mapp, seconded by Councillor Yeo and unanimously agreed that the Chairman should draft a suitable reply quoting the various points on his list. 36773/36810 – Listed Building Application – conversion of & extension to store rooms to form al fresco area, toilets and play area – Home House restaurant, 25 St. Mary’s Road, Croyde. Letters of objection had been received. Three members of the public also voiced their objections to the proposal and a fourth observed that it would be difficult to obtain the appropriate Licence. The Applicant advised the Meeting what he intended to do, which was not to open a public house but to enhance the existing facilities. It was resolved to hold a Site Meeting on Saturday, 24/1/04. 36449 – extension to front & rear of Village Hall – Croyde Village Hall. It was RESOLVED to recommend approval. 36756 – demolition of existing wooden chalet & erection of new block built chalet & garage – 16 Leadengate Close, Croyde. Councillor Tucker proposed to recommend approval, but concern was raised that the extension was close to the neighbouring property. An amendment was tabled by Councillor Mrs Meek to refuse due to the building being too large for the site. A vote was taken and the result was as follows: Refuse - 5 Approve – 3. The amendment was carried. 36814 – Application for works to trees covered by a Tree Preservation Order in respect of reduction of sycamores by 50% - 7 Williamson Close, Georgeham. It was RESOLVED to recommend approval. Extension – Myrtle Farm View. It was RESOLVED to recommend approval. 7. PLANNING CORRESPONDENCE. The following NDDC Approval Notices were noted. 35325 – Outline Application for 1 no. dwelling and garage at land adjoining 1 Buckland Cottages, North Buckland. 36532 – Extension to existing conservatory at Manor House Inn, St. Mary’s Road, Croyde. 36566 – Insertion of former window to East and West elevations (amendments to planning permission 31253) at 18 Davids Hill, Georgeham. 36614 – Extension to dwelling at Two Gates, 4 Moor Park Close, Croyde. 36569 – Demolition of existing dwelling & erection of new at Croft Cottage, 15 Cott Lane, Croyde. 36501 – Extension to existing toilets to form disabled facilities and baby changing facilities at Putsborough Caravan Park/Car Park, Putsborough. 36368 – Erection of garage and water treatment plant at West Dean, Pickwell Barton, Georgeham. The following NDDC Refusal Notice was noted. 36102 – Extension to dwelling & replacement of existing flat roofs with pitched roofs (amended plans) at Glebe Cottage, Georgeham. The following NDDC Planning Unit letters were noted: Copy of letter to Dr G B Whitaker for our information regarding works to protected trees. 35786 – approval decision in respect of erection of conservatory, shed and summerhouse (amended plans), 3 Glebefield, Georgeham. 8. MEMORIAL TREE FOR COUNCILLOR TONY BARNES. Councillor Mrs Barnes gave her thoughts on this. It was unanimously agreed to obtain two semi mature Horse Chestnut trees professionally planted on the village green. A plaque to be fixed in the future when the trees had become established. Councillor Foster to be asked to organise the purchase and a meeting to take place on site with regard to the location. 9. MISSION STATEMENT ON TOURSIM. A discussion on this ensued with regard to Policy Statements. The Parish Council broadly supported the statements contained within the North Devon Local Plan and the two members of the Braunton Coast and Countryside Alliance sub committee will advise the Meeting of any points for discussion. 10. TO APPROVE AND ADOPT DOCUMENTATION REGARDING CLERK’S CONTRACT AND ASSOCIATED PAPERS.: Clerk’s Pay guidelines as recommended by the National Association of Local Councils. Clerk’s Contract of Employment Clerk’s Job Description Clerk’s Person Specification Councillors had previously been circulated with models of the above. Two amendments were necessary to the Job Description with regard to managing employees and attending Meetings, as required. With regard to the Contract of Employment, it was RESOLVED that the Clerk’s pay should be on Spinal Column Point 18 and the relevant section to be amended that it would not be increased in Spinal Column Points when a pay rise occurred. Reference to pension and casual car allowance were not applicable. The draft document to be inspected by Messrs Slee Blackwell Solicitors with Councillors J Symonds, R Tucker, Mrs V Meek and Miss R Brian in attendance. The Contract to be ratified at the February Meeting. 11. ADDITIONAL STREET LIGHTS AT DARRACOTT. Councillor Mrs Slade had received a request from a parishioner living in the area for two additional street lights. The poles had been fixed for this many years ago. Councillor Slade to draft the relevant letter for the Clerk to send. 12. CORRESPONDENCE. Letter from Mr N Steeman-Clark acknowledging our letter regarding the Definitive Map Review Proposals. Dr. Madget. Copy of his letter to Mr N Steenman-Clark in respect of the Definitive Map Review proposals. It was noted that the proposals for the Footpaths would be going to Inquiry. NDDC. Code of Conduct Workshops – Personal and Prejudicial Interests will be held on: Thursday 12 February. 2 p.m. in the Council Chamber. Monday 16 February. 7 p.m. in the Taw Room. Wednesday 18 February 10 a.m. in the Taw Room. Visitor Signing and Traffic Management – Saunton, Croyde & Putsborough Beaches. (A copy of this letter had been circulated to Councillors and was noted. Slee Blackwell Solicitors. Public Conveniences and Bus Shelter at Georgeham. It was resolved to authorise them to proceed with the transfer details liaising with NDDC. DCC. Copy letter for our information regarding Traffic Speeding in Croyde Village. 13. PUBLICATIONS RECEIVED. These were available for Councillors to read. North Devon & Torridge Community Safety News. DCC. Details of Temporary Traffic Order. 14. MATTERS RAISED BY COUNCILLORS. Councillor Mapp. He raised he concern regarding the cost of the upkeep of the toilets which the Council would be liable for when they took responsibility. He advised that Meeting that the cost for those in Mortehoe was Ł2,500 per annum. Councillor Yeo. The sign at Higher Ham had still not been done. The Clerk to write a fourth reminder to the Local Service Group. 15. MEETINGS ATTENDED BY COUNCILLORS. A Report was handed to Councillors regarding the Meeting with Mr S Hare and his Agent regarding the Killard-Leavy Estate which Councillor Symonds enlarged on. Councillor Tucker advised that objections had been received with regard to the proposed changing facilities at Georgeham Playing Field and as a consequence, he had met the Principal Planning Officer on site when it was concluded that NDDC would accept the Application if the caravan was positioned behind the goal at the top end. The Architect had been asked to submit a revised Planning Application showing an improved facility. NDDC would then be minded to accept it for three years. It may then be possible for a pavilion type structure to be constructed and Councillor Symonds felt now was the time to try to get this idea off the ground. Councillor Yeo, representing the Parish Council as a School Governor, advised that the School was having an Ofsted Inspection. Governors had been summoned to meet the Head Inspector and had been questioned for an hour each. Governors have to meet the Ofsted Team on 2 February for feedback on the Inspection. 16. FINANCE. The revised Precept/Grant figures from NDDC for 2004/05 were approved, as was the deduction from the Grant in respect of the Devon Association of Parish Councils annual subscription. GRASS CUTTING TENDERS. A Tender for grass cutting had been received and a further Tender was awaited in order that a decision could be made. When the second Tender was received, Councillors were in agreement that the Clerk advise Councillors Symonds and Tucker and it be left to them to make a relevant decision as to whom the Contract should be awarded.
