PRESENT: Councillor J Symonds (Chairman), Councillors Mrs J Barnes, Miss R Brian, W Foster, N Mapp, Mrs V Meek, Mrs L Slade. Also in attendance: County Councillor D Spear, District Councillor P Evans, 3 members of the public and Mrs S Squire, Parish Clerk. 41. APOLOGIES: Councillor R Tucker on holiday. Councillor J Yeo working. District Councillor M Wilkinson at another meeting. 42. APPROVAL OF THE MINUTES OF THE MEETING HELD ON 24 JUNE 2004. Councillor Mapp requested that the Minutes were noted that following the proposal under Paragraph 32 in respect of the Football Club, a formal vote was taken after the proposal and seconder which resulted in a unanimous vote of favour. 43. REPORTS. Police. Not present. County Councillor D Spear. He advised that the Down End Clearway extension would be in force at the end of August. With regard to safety at Georgeham Post Office, the scheme was firstly subject to a safety audit. Following this, the proposal would be sent to the Parish Council and provided the details are in order, the work will proceed this year. District Councillors P Evans he advised that a house would shortly becoming vacant on the Glebefield. Councillors had been advised. The 106 Agreement was very tight and two families had been identified as requiring a house but they did not satisfy the 106 Agreement criteria completely. The burger bar had ceased trading. There was no further news on the Down End works. County Councillor Spear also gave the historic details. BOATS were also mentioned which would be covered later in the meeting. He was continuing to investigate restaurants in Croyde with regard to compliance of their licence. 44. REPRESENTATIONS FROM THE PUBLIC. Mr R Holmes Football Club. He gave a progress report. The Club had taken delivery of the changing facilities and work had commenced on the refurbishment. The Chairman advised that the electric and water would be connected shortly. Pearce Construction had put an identification marker for the drains and at the same time, the Fountain would be connected with water. Owner of Georgeham Post Office. She raised the safety issue and was advised that this had been covered earlier in the meeting. 45. PLANNING: (1) Matters Arising. District Councillor Evans advised that he had been reported regarding the Planning Application in respect of the proposed building in the garden of The Croft. Allegations had been made about his handling of this and it was likely he would be called before the Standards Board. The Parish Council offered their full support and backing to him. Applications, as below: 37925 Extension to dwelling 10 Longland Lane, Georgeham. It was RESOLVED to recommend approval. 37929 Erection of stable block land adj. Garden Lodge, North Buckland. It was RESOLVED to recommend approval. Page 2 29.07.04 37994 Listed Building Application in respect of replacing existing unauthorised UPVC windows with timber windows (amended description) Parminter, 16 St. Marys Road, Croyde. It was RESOLVED to recommend approval. 37932 Extension to form dependent relatives annexe Middleborough House, Baggy Point, Croyde. All Councillors were given a letter from the applicant to read before the Application was considered. It was proposed and seconded to recommend refusal on the grounds that it is outside the development line and the fact that it was in an area of Area of Outstanding Natural Beauty. There were no other proposals to the contrary. 38039 Alterations to holiday cottage and creation of first floor to form additional living accommodation Longfield, Moor Lane, Croyde. It was RESOLVED to recommend approval. 38086 Erection of conservatory with garden store underneath 1 Putsborough Road, Georgeham. It was RESOLVED to recommend approval. 38093 Extension to dwelling Orchard Way, 7 Cloutmans Lane, Croyde. It was RESOLVED to recommend approval. 38109 Extension and alterations to dwelling 13 Orchard Grove, Croyde. It was RESOLVED to recommend approval. The next Application had been submitted by Councillor J Symonds, the Chairman of the Parish Council. Councillor Symonds declared an interest, left the room and did not take any part in the discussion or decision. Due to the fact that the Vice Chairman was not present, it was explained that a temporary Chairman would have to be elected for this item only. The Clerk asked for nominations. Councillor N Mapp proposed Councillor W Foster. This was seconded by Councillor Miss R Brian. There were no other nominations. Councillors then voted and unanimously agreed to elect Councillor W Foster to the Chair for the duration of this item. 38118 Continued use of land for temporary/occasional car parking from 8am at weekends & Bank holidays between Whitsun & August bank holiday (renewal of 33757) Croyde Bay Open Market Site OS 4468, Moor Lane, Croyde. It was RESOLVED to recommend approval. Councillor J Symonds then returned and resumed the Chair. 38142/38121 Listed Building Application Demolition of extension to dwelling together with internal alterations Croyde Manor, St. Marys Road, Croyde. It was RESOLVED to recommend approval. (3) Planning Correspondence: Page 3 29.07.04 (a) Application No. 37529 Application for consent for works to trees covered by a Tree Preservation Order in respect of felling of one conifer at Fig Tree Farmhouse, St. Marys Road, Croyde, has been WITHDRAWN was noted. (b) The following NDDC Approval Notices was noted. 36984 Erection of dwelling (amended plans) (additional plans & information) at Garden of the Croft, land off Orchard Grove, Croyde. 37553 Formation of tennis court & erection of fencing at Moor Park, Moor Lane, Croyde. 37709 Extension & alterations to dwelling at Roylands, Croyde. 37511 Loft conversion to form additional living accommodation at 2 St. Helens Close, Croyde. 37820 Extension to dwelling (amendment to Planning Permission 36947) at Chestnut Cottage, 11a St Marys Road, Croyde. The granting of a Certificate of Lawfulness in respect of siting of Caravan at Pickwell Barton, Georgeham was noted. A reply from the Planning Department regarding buildings rendered with bright colours was noted. Their reply to be double checked with an enquiry as to whether this applied to buildings in the heart of Croyde or Georgeham which has Conservation Area status. (e) A letter from Mr Warren-Tape of 6 Glebefield regarding the siting of the Football Club portacabin was noted. 46. MATTERS ARISING. (i) Bus Shelter. Copy of letter from Councillor Brian to the Barnstaple Local Services Team. Football Club. Councillor Symonds proposed a modification to the proposal of a loan to drive the project forward and then in turn the Pavilion would, he hoped, become a reality. This would have the effect of obtaining grants from other sources. He explained about the Croyde Lifesaving Committees project, demonstrating with a montage. He felt the Parish Council should be supporting both ventures. Seconded by Councillor Mrs Meek. Councillors voted unanimously that the amount previously agreed take the form of a donation. Wind Farm. A Public Inquiry would be held regarding Fullabrook. Vacancy at the Glebefield. This was covered earlier in the Minutes. Works at Down End. This was covered earlier in the Minutes. Mr K Howes on behalf of CARA. It was felt that a survey should be undertaken regarding emissions from mobile telephones. Councillors were not in agreement with this. Kittiwell Chalet. The Parish Council had been advised by the Planning Department that this building required planning permission, and we had written to ask them when they expected this to be received. No reply had been received and a reminder to be sent. 47. CORRESPONDENCE. NDDC Parish Plan Work Programme. Invitation to nominate a Parish co-ordinator to join a sub-group of the steering group to provide a link between the parish and the support the Braunton Coast and Countryside Alliance can provide. Please Note: In this connection, Councillor Brian has been in correspondence with Mr B Holme, the Community Development Manager to extend an invitation for him to address the September Meeting. Councillor Symonds would be on holiday. It was approved by Page 4 29.07.04 Councillors for Councillor Miss Brian to sit on the Committee and she was willing to do this. Marine Conservation Society. Information about projects together with details of the Adopt-a-Beach project. The papers were passed to the Parish Councils environmental consultation officer, Councillor Foster. Allianz Cornhill Insurance. Following the appointment of Footpath Person Mr Matthew Twiggs, confirmation of Employers Liability cover and Public Liability cover has been received. Mrs R V Stanbury. A request for help in connection with her field, part of Footpath No. 13, Croyde. The Parish Council agreed to ensure that the footpath was kept clear. Mrs Stanbury to be advised that it is not in the Parish Councils remit to advise on Public Liability and suggests she contacts her solicitor. DCC. Details of the Devon in Touch Roadshow. Councillor Mrs Meek took the flyers and will make further enquiries. Mr S Beham-Clarke. Expressing his thanks regarding the weeding of the flower beds at the Glebefield. Devon County Council. Reply to our letter regarding Lane Head Close parking restrictions. On the subject of signs, the Chairman had placed an order for signs for Davids Hill and a No Parking sign for Moor Lane. NDDC. Croyde Car Park. To prevent obstructive car parking in the volley ball area, the gate to be padlocked and keys given to the Clerk and the weeding person. NDDC. Renewal of Public Entertainment Licence Georgeham Village Hall. There were no objections. NDDC. Details of street naming and numbering of the residential development off Pathfields, Croyde. Parish Policy on BOATS and need to start to request necessary bye-laws. Councillor Mapp raised this and felt that following legislation, something would happen quickly. Councillors were against the Order. Councillor Mapp will draft a letter for next meeting. In the event of any BOATS order coming into force on bridleways, the Legal Department at NDDC to be asked for guidelines as to how to get a bye law restricting use for agricultural and domestic use. Parish Policy on local proposed wind-farms and proposed actions, if any. This item was raised by Councillor Mapp. The majority of Councillors felt they could not object to renewable energy. Councillor Miss Brian proposed and Councillor Mrs Slade seconded that each individual planning application is considered on its merit when they are received and considered. Councillor Mrs Slade. She reported that a resident had objected to the portacabin in the Playing Field and felt that the area would soon be for football Page 5 29.07.04 only. It was explained that this was not the case and all types of activity were encouraged. Councillor Mrs Meek. The litter bin outside the Village Hall was to be replaced following impact damage, but the item continues to remain outstanding. When reminding the Environmental Health Department, a request to be made for a bin to be placed on the cobbles outside the Church. Councillor Foster. He reported on the area at Withywell Lane, a pedestrianised section which was not a definitive right of way. There was an accumulation of litter and the area had become overgrown. Councillors approved the Footpath Clearance person to cut down. Councillor Symonds would collect and dispose of the same. Councillor Mapp. Copies of an Emergency Plan downloaded from the Community Council of Devons website were handed to Councillors. More details were to come from Wiltshire County Council, who have run courses. He has asked County Councillor Spear to enquire what Devon County Councils plans are and also to provide more information if available. He encouraged Councillors to read the Government guidelines to be delivered to every property shortly. He will prepare a Parish map with Councillors being allocated to a particular area who would then be responsible for updating as regards parishioners who have died, moved in or moved away. 50.
