IN GEORGEHAM VILLAGE HALL. PRESENT: Councillor J Symonds (Chairman), Councillors Mrs J Barnes, Miss R Brian, W Foster, N Mapp, Mrs V Meek, Mrs L Slade, R Tucker, J Yeo. Also in attendance: PC G Lees, Sgt. Toby Davis, 5 members of the public and Mrs S Squire, Parish Clerk. 30. APPROVAL OF THE MINUTES OF THE MEETING HELD ON 27 MAY 2004. These were approved and signed. 31. APOLOGIES. County Councillor D Spear – at another meeting. 32. REPORTS: Police: PC G Lees advised that 18 crimes had been reported in month of May, 12 in June up to today. There had been quite a lot of crime on the beach involving school leaving parties. There were no crimes reported at the Goldcoast Oceanfest. Sgt Davis said he would be pleased to address any queries. The Chairman mentioned the letter written by the Parish Council to the Chief Constable regarding the parking of a camper van, to which a reply had been received, advising that the matter had been passed to the Inspector responsible for this area. He advised that the Police only act within the constraints of the law, but as far as traffic obstruction was concerned, as long as two vehicles were able to pass, the Police did not consider it an obstruction. The Police confirmed that if the Parish Council requested the Clearway to be extended as far as Bay View Farm, they would support this move. Councillors then agreed this course of action and the Clerk to write the appropriate letter. District Councillor P Evans: He reported on the situation regarding Down End following the road improvements. Two accidents had occurred. He is continuing to lobby to have the road straightened out. He attended with District Councillor Wilkinson the Site Meeting at the The Croft, off Orchard Close, Croyde. In considering this, the Committee noted there was no loss of light to neighbouring properties or close proximity to other buildings, and as a result, the Application was approved. He also mentioned the North Buckland application which had been refused. Complaints had been received regarding the removal of the hedge at the Croyde Adventure Playground and the construction of a fence. The Chairman explained that the hedge was becoming an area for dumping rubbish and other dangerous items and the Parish Council had fully agreed for the removal to clean the area up which also resulted in a maintenance free area. A full Council Meeting was held last evening when a new corporate plan was agreed, designed to make life better for all. District Councillor M Wilkinson: Regarding The Croft Site Meeting, he additionally advised that the applicants had agreed to lower the building height by a full metre and had agreed to a tree screening programme. He was very concerned regarding the proposed siting of wind farms and handed maps to Councillors. He gave dimensions to give the scale. He felt the impact of such structures would have a detrimental impact, especially in this beautiful rural area and he hoped that there would be sufficient public concern to force a Public Inquiry. He had received a complaint regarding the noise and drinking on the streets in Croyde and had contacted the licensing authority. The Chairman advised that this Parish does have a by law to control this. The Chairman suggested a letter from each of the District Councillors would carry weight in order for this to be looked at. Councillor Evans raised the fact that two restaurants in Croyde which appeared to be flaunting the licensing laws and he would contact the Licencing Authority. REPRESENTATIONS FROM THE PUBLIC. Mr R Holmes, Georgeham and Croyde Football Club. He advised that the pitch at Croyde is unplayable due to its condition. The Premier Side reached the Cup Final and finished 5th in the Division this year. The temporary cabin had been provisionally ordered for siting in the playing field and it was hoped to be in place by end of July. The interior has to be refurbished to form dressing rooms. Water, drainage and electricity ducting would be required. The firm who are supplying the cabin have promised to buy it back at the same price in two years time when Planning Permission ceases. In order to get it set up in time for next season, he asked for a loan of Ł1,500 from the Council to buy and modify it. The Club’s intention is to repay this when a permanent structure is provided. The sizes were given – 40’ x 12’. As regards the water, Councillor Tucker was in possession of relevant paperwork to enable the connection to be made. He would also arrange for the electricity connection and Councillor Symonds would make arrangements for drainage with Pearce Construction. The Football Club has funds to provide Ł500, up to Ł1,000. Councillor Mapp reminded the meeting of original proposals. He proposed a grant of Ł500 and a loan of Ł1000. Seconded by RT which he then countered to discuss under the Finance Section of the Meeting. Councillor Tucker proposed and Councillor Mapp seconded that a formal resolution be agreed that within 2 years, a permanent a community activity structure is developed. Mr Evans. 37736 – Langdale House. The applicant spoke and gave his reasons for submitting the Planning Application. Mr Dodge. 37820. Chestnut Cottage. The applicant spoke and gave his reasons for submitting a second Planning Application, having changed the roof to improve the look of the building. 34. PLANNING: Matters Arising. Applications, as below: (i) 37736 – Extension over garage, alterations to dormers and erection of double garage – Langdale House, 9 Orchard Grove, Croyde. It was RESOLVED to recommend approval, subject to the garage remaining as a store and not accommodation. 37827 – Outline application for erection of 1 bungalow with garage – land adj. East Boundary of 1 Moor Lane, Croyde. It was RESOLVED to recommend refusal on the grounds that a significant proportion of this plot of land is known to be outside the existing development boundary line for Croyde. 37897 – Raising of roof to allow first floor extension to dwelling & replacement of flat roof with pitched roof – Glebe Cottage, Georgeham. It was RESOLVED to recommend refusal on the grounds that this proposed development has not materially changed from the original Application 36102 and therefore our objection remains – that we feel that this proposed development is far too large for this site, turning a modest bungalow into a very large house. Given its location adjacent to the conservation area, and at the bottom of Rock Hill, it would totally dominate the immediate area, especially with regard to adjoining properties. 37896 – Erection of double garage & store to replace existing single garage – Wray Cottage, Cross, Croyde. It was RESOLVED to recommend approval subject to its status remaining as a garage and store and not for the future come into accommodation. 37820 – Extension to dwelling (amendment to planning permission 36947) – Chestnut Cottage, 11a St. Marys Road, Croyde. It was RESOLVED to recommend approval. Application for the renewal of a public entertainment (music or dancing) licence – Ruda Holiday Park, Croyde Bay, Croyde. 15 March to 15 November only. Monday to Saturday – 1100 hours to 0000 hours; Sunday 1200 hours to 0000 hours. It was RESOLVED to recommend approval. Devon County Council. County Matter Planning Application: North Devon District. Proposed green waste composting at Spreacombe Quarry, Barton Close Farm, Georgeham. Councillors agreed to approve. Three Planning Applications had been received to be deferred to the next meeting. Councillors approved arrangements that when 9 are received, the Clerk to call for a Planning Meeting after liasing with the Chairman. (3) Planning Correspondence: None. The following NDDC Approval Notices were noted. 37564 – Outline application for erection of 2 dwellings at land between Sandbourne & Baggy View, Down End, Croyde. Following this Notice being received, the Clerk contacted the Planning Department since a letter had subsequently been received from them after receipt of the Applications, advising that the Application had been withdrawn. A request had been made that a reply was received by this Meeting to report back, but this had not been the case. 37127/37138 – Listed building application in respect of conversion of barns to form 2 dwellings (amended drawings) at Higher Ham Farmhouse, Georgeham. 37594 – Extension to garage at Greystones, 1 St. Helens Close, Croyde. 37583/4 – Listed building application for increase height of roof to outbuilding (amendment to Listed Building Consent 36639) at Speedwell, Georgeham. 37586 – Listed building application for removal of existing asbestos roof and replacement with natural slate pitched roof plus replacement of concrete blockwork in parts of wall with natural stone at The Haven, Netherham Hill, Georgeham. 37585 – Re-roofing of stable building at The Haven, Netherham Hill, Georgeham. 36423 – Certificate of Lawful Use or Development. Existing use and siting of two caravans and existing use and siting of a wooden chalet for holiday use in the grounds of North Hole Farm, Georgeham, Braunton. On receiving this Approval, the Clerk had contacted the Planning Unit advising that this Application had never come before the Parish Council. A reply in explanation had been received from the Legal Services Department who are responsible for these Applications. A discussion followed about the general efficiency of these Departments. 37660 – Variation of condition (10 month holiday restriction) attached to planning permission 85/1793/28/3 to allow 12 months holiday occupancy at 5 Croyde Sands Bungalow, Sandy Way, Croyde. There was a discussion and concern regarding this Approval and the effect that an approval of this type would have far reaching effects on similar Applications in the future. 35. MATTERS ARISING.: Hedge and scrub on South Side of Chapel Street. Councillor Mapp reported the up to date situation. As the land belongs to DCC, there are certain legal responsibilities. To ease the traffic, Councillor Tucker will flail trim the hedge and arrangements to reduce the height to be made in November. Other areas to be dealt with at the same time. 36. CORRESPONDENCE. Slee Blackwell. Arrangements had been made for the electronic key to Georgeham Toilets to be delivered to the Clerk which will shortly be passed to the Cleaners. Councillor Tucker was hopeful of dealing with the time switches shortly. Soap dispensers, and other requisites to be obtained. The Chairman would be dealing with the timer and switching for Glebefield. (For information) DCC. Details of when the yellow lines will be laid in Lane End Close, Croyde. This to be followed up asking when posts and plates are going to be erected. Health and Safety Commission. Safety of memorials in cemeteries. It was considered that this Council took great care with the memorials and no action was necessary. National Association of Local Councils. Legal Topic Note 58. Disability Discrimination Act 1995. Taken by Councillor Mrs Meek to check. Charity Commission. Annual Return received for completion by the Clerk. Devon and Cornwall Constabulary. Letter of acknowledgement from the Chief Constable in reply to our letter regarding parking at Down End, Croyde. The letter has been passed to Chief Superintendent Terry, Commander of North and East Devon Basic Command Unit, for attention. Dealt with earlier in the Meeting. CARA. They have requested that copies of the Minutes be sent to the Treasurer, Mr D Tebbutt. This was approved and details of Mr Tebbutt’s email address to be requested so that they can be sent electronically. 37. PUBLICATIONS RECEIVED. NDDC Newsletters and Bulletins. Village Green Magazine, including details of training events for Councillors and Clerk. Northern Devon Coast & Countryside Service. Details of new staff structure and responsibilities. NDDC Planning Committee. Letters of Representation. (includes Orchard Grove, Croyde). Northern Devon Coast & Countryside Service. North Devon Areas of Outstanding Natural Beauty (AONB) Management Plan. 38. MATTERS RAISED BY COUNCILLORS. Councillor Symonds. The Waveform Seat had been received which had been ordered and paid for by Mr John Gillard of Epsom in memory of his Father. The Chairman to make arrangements for this now to be fixed at the agreed location at Down End. The seat in Glebefield would also to be fixed by Councillor Mrs Slade’s husband. Councillor Mapp. He had noted the parking of a camper van in the Glebefield car park, which had been parked in a lay by. It did not appear that the van was in use whilst it was parked. Broadband would be available to the Parish in July. External audit. Following a conversation with the Clerk of Braunton Parish Council, he had been told that land owned by the parish should have a risk assessment done. This Council were in compliance with these guidelines. Councillor Foster. – Mr Matthew Twiggs, the new person clearing footpaths was doing well. There is one footpath at North Buckland still to be cleared and is unusable at present. Councillor Foster will deal and liase with Coast and Countryside. Footpath No. 7 was also mentioned and Councillor Foster will advise with DCC. Bridleway No. 6 also to be inspected together with Footpath 12. He had received notification that the garage at Glenmere may be being used for business purposes. Accordingly he had requested the Enforcement Officer to inspect, who confirmed that all is in order, planning consent was not required and the file was being closed. Councillor Miss Brian. With regard to the future plans for a Bus shelter on Croyde Bridge, the seat which is in situ to be relocated. Councillor Mrs Slade. The new Footpath Person was being contacted by CARA to undertake work on various Footpaths. It was noted that his instructions must only come from Councillor Foster on behalf of the Parish Council, who are Mr Twigg’s employers. Councillor Foster would deal with this. She enquired about the safety situation outside the shop, considering the parking was hazardous. Mr Anstee at DCC to be contacted again. An unknown person had put a Notice in noticeboard about parking which would be removed immediately after the meeting. Councillor Mrs Barnes. She had been made aware that car parking in the Glebefield car park was not always ‘tidy’. Councillors continued to resist having white marker lines, feeling this would make the area too urban. Councillor Tucker. He raised the excellent quality of work at Croyde Play Area. A letter of appreciation to be sent to South West Water, requesting that our thanks be passed on to Gleesons and Warwicks. The fencing was first class and the work carried out was over and above what the Parish Council had requested. The Chairman encouraged Councillors to deal with any matters raised to them and not necessarily keep them for the meeting. 39. MEETINGS ATTENDED BY COUNCILLORS. Councillor Mapp and Brian reported on their attendance at the Braunton Coastal Alliance Meeting. In order to get grants, the Parish Council must produce a Parish Plan and carry out a Parish Survey within the framework of the Vital Villages programme. Mr Brian Holme was willing to attend a meeting to explain the procedure and accordingly, Councillor Miss Brian to invite him to the September Meeting. 40. FINANCE. Monthly statements for April and May had been circulated to Councillors. Councillors welcomed this and it gave clear details of running totals comparable with the budget. Thanks were expressed to the Clerk for her efforts in producing this. Football Club. Councillor Mapp reiterated his proposal for a Ł500 grant to construct water, drainage and electricity services. When cabin had gone, the connections would still be there. It was felt important that the Parish Council should be responsible for the connections. The Clerk to write to SEC requesting an electrical supply with Councillor Tucker as the contact person. District Councillor Evans would see if any funds were available. Councillor Mapp proposed that the Parish Council make a loan of Ł1,000 on the basis that the process is carried forward and that it is repaid within 3 (three) years.
