PRESENT: Councillor J Symonds (Chairman), Councillors Mrs J Barnes, Miss R Brian, N Mapp, Mrs V Meek, Mrs L Slade, R Tucker Also in attendance: District Councillors P Evans, PC G Lees, 6 members of the public and Mrs S Squire, Parish Clerk. 1. APPROVAL OF THE MINUTES OF THE MEETING HELD ON 26 FEBRUARY 2004. These were approved and signed. The correct name of the Special Constable was Jack Balchin. Item 10, V Meek did not comment on Kittiwell. It was Councillor Symonds. 2. APOLOGIES. Councillor J Yeo, work commitments, Councillor W Foster, work commitments, County Councillor D Spear, District Councillor M Wilkinson. 3. REPRESENTATIONS FROM THE PUBLIC. Councillor Mrs Slade wished to speak about her Planning Application and addressed the Meeting as a member of the public. Councillors approved this on the condition that in compliance with normal procedure, she would declare an interest and withdraw when the Application is considered later in the Meeting. She spoke of the reason why the Application was being made and satisfactorily answered questions regarding the Application. 4. REPORTS. Police. PC Lees reported that unfortunately there had been a number of crimes which he reported on. It appeared that there had been a spate of these in the area. He mentioned the parking restriction order and had requested the Order run from Good Friday. He also reported on about other areas in the village, which were not uniform with other areas. He had requested action on this situation. With regard to the camper vans mentioned at the last Meeting, he outlined what the term ‘obstruction’ meant. It was considered that these did not constitute an obstruction and no complaints had been received. The Police would be speaking to camp site owners with regard to the proliferation of these vehicles which would be arriving shortly and it was hoped that this would be adhered to and no problem would arise. He had requested that the Clearway sign at Down End to take in passing places. The Clerk to write about this. At this point, Councillor Tucker raised the safety aspect outside Georgeham Post Office and this to be included in the letter. District Councillor. He spoke about the pull-ins at Down End which were not large enough to accommodate vehicles. It was noted that the road is not narrower as a result of the works. He enquired about a possible Planning Application regarding an entrance. He reported his attendance at a Public Liason Meeting of the Croyde Sewage Treatment Works. He did not consider that work on the Play Area was up to standard. With regard to the Parish Council taking ownership of the public toilets at Georgeham, he raised various observations concerning funding. The Chairman updated the Councillor on the items he raised. Councillor Mrs Slade felt that for future reports, the activities of the District Council should be included. Councillor Mapp was of the opinion that it was important for the Council to hear and to be told about items which he considered to be relevant. 5. PLANNING. (1) Matters Arising: Crows Nest. Councillor Tucker had made enquiries and had been told that no work had been done on the property for 25 years and the property had been there for a lengthy time. Councillor Mrs V Meek proposed and Councillor Miss R Brian seconded that the Enforcement Officer be instructed to investigate. Also, when contacting the Enforcement Officer, the obtrusive colour of what appears to be a new part to be mentioned. (2) Applications: 37246 – Reserved matters application for erection of dwelling and garage land adjacent 1 Buckland Cottages, North Buckland. The Applicant was present and spoke about the Application, explaining that basically it was the same as the previous application, but with an additional balcony. Councillor Tucker had also spoken to the architect who had enlarged on the application, making it entirely suitable for wheelchair use. It was RESOLVED to recommend approval with the condition that the décor be sympathetic with that in North Buckland. 37251 – Extension and alterations to dwelling including conversion of loft to form additional living accommodation – 17 Sandyway, Croyde. The applicant clarified a number of questions raised by Councillors. It was RESOLVED to recommend approval. 37138/37127 – Listed Building Application. Conversion of barns to form 2 dwellings – Higher Ham Farmhouse, Georgeham. Councillor Mrs L Slade declared an interest, left the room and took no part in the discussion or decision. It was RESOLVED to recommend approval with the condition that the Parish Council are keen to see the retention of existing natural stonework and the refurbishment of any traditional historic features which are present. 37126 – Replacement of garage with garage and store – Wray Cottage, Cross, Croyde. It was RESOLVED to recommend approval. 37055 – Listed Building Application in respect of internal alterations – Clare Cottage and Skirr Cottage, Georgeham. The Parish Council refuse this. Whilst we can see the need for sympathetic internal modernisation the Parish Council feel that the introduction of two internal interconnecting doors compromises the integrity of two historically important independent cottages in the heart of the conversation area of Georgeham. 36984 – Erection of dwelling (amended plans) – garden of The Croft, land off Orchard Grove, Croyde. A letter of objection was received from Dr A Fletcher and Captain S Pirie. It was refused on the grounds that the revised submission is totally inadequate to form any feasible conclusion and furthermore there appears to be no material change from the previous application. 37215 – Conversion of loft to form additional living accommodation – 7 West Croyde, Croyde. It was refused because the alterations to the roof structure were unacceptable as it would not be in keeping with other properties in the area. (3) Planning Correspondence: The following NDDC Approval Notices were noted. 36743 – Demolition of disused outbuilding and takeaway to form a new amenity building with managers flat over (renewal of planning permission 27002) at Bay View Farm, Croyde. 36947 – Extension to dwelling at Chestnut Cottage, 11a St. Mary’s Road, Croyde. 36957 – Works to trees – Croyde Manor, St. Mary’s Road, Croyde. 36949 – Extension and alterations to dwelling at Sandbourne, Down End, Croyde. 36845 – Extension and alterations to dwelling at Ora Hill House, Stentaway Lane, Croyde. 36756 – Demolition of existing wooden chalet and erection of new block built chalet and garage at 16 Leadengate Close, Croyde. 36810 and 36773 – conversion of and extension to store rooms to form al fresco area, toilets and play area. Listed Building Application in respect of conversion of and extension to store rooms to form al fresco area, toilets and play area – Home House Restaurant, 25 St. Mary’s Road, Croyde. The Approval Notice was accompanied by a letter from NDDC which was read to the meeting. It was noted that the previous planning application did not show the barn would have a roof, but that the approval mentioned the roof. Councillors would be monitoring the development. 36908 – Works to trees in a Conservation Area – land adj. Verbena Cottage, Georgeham. 36973 – Extension and alterations to dwelling at Auchterneed, 8 Langsfield, Croyde. 36916 – Extension & alterations to dwelling at North Buckland House, North Buckland. The following Withdrawal was noted. 36616 – Variation of various planning consents – Ruda Holiday Park Ltd. The application has been WITHDRAWN. The following copy letter was noted. Copy of letter from Mr A Tucker to Mr John Parker with regard to works to trees covered by a Tree Preservation Order. The Chairman then raised the colour scheme of buildings in the village and felt the Parish Council should try and preserve the buildings which reflect pastel shades rather than brighter colours. The Planning Department to be contacted enquiring the situation and any conservation area which can be protected from this. It was felt this should be in keeping within the area of ANOB and enquiries to be made as to the possibility of an officer from the Planning Unit to look at specifically look at Hobbs, Billy Budd, Redwood Surfshop due to the fact that the Parish Council query the use of strong colours in conservation area where there are a lot of white washed cottages. 6. MATTERS ARISING. Clerk’s Contract of Employment. The Clerk left the room while this was discussed. Contract was passed to the Clerk for her consideration with a report at the April Meeting. Boundary Hedge Tree (Mrs Hood). Councillor Foster had visited the site and arrangements had been made for the tree to receive attention when the others trees were also being attended to. Seat at Down End. Mr and Mrs Hickman, who had requested this, had been advised that permission had been granted for this. They will contact the Parish Council when it is ready to be fixed in place. Bus Shelter outside Unison. Councillor Miss Brian had written a letter, a copy of which had been sent to the Clerk for the file. Councillr Brian said DCC does have a budget for this. The cost of such a shelter would be Ł3.500, with a contribution of a few hundred pounds by the Parish Council. The Parish Council were thinking in terms of Ł500. She had also mentioned there was no bus stop at the bridge but this would have to be put on hold at present pending it being moved. She will however take it forward. Councillor Mrs Meek proposed the Parish Council contribute Ł500 towards the shetler, seconded by Councillor Mapp. It was counter proposed by an amount of up to Ł500, seconded by Councillor Symonds. Vote on amendment – 2 against, 5 in favour, one abstention. Carried. Transfer document in respect of Public Toilets and Bus Shelter. This had been inspected and signed by Councillors Symonds and Tucker and returned to Messrs Slee Blackwell. It was now necessary to ascertain when the District Council will cease servicing it and our own arrangements to be made. A letter to Slee Blackwell, when this matter completes, requesting them to ensure that with the title change we get the key operating facilities. It was noted that there are people willing to service them and the anticipated cost was Ł600. Parish Newsletter. Crydda and Journal. It was not felt necessary for the Parish Council to publish a separate Newsletter due to the fact that Parish Council news is included in The Crydda and is also included in the North Devon Journal Community News Section. With regard to the latter, it was noted that there was a new Village Correspondent. As in the past the Parish Council was of the strong opinion that Parish Council news should continue to be submitted by the Clerk and the Community News Editor at the North Devon Journal to be made aware of this. Street Lights – Darracott. No report available. 7. CORRESPONDENCE. (i) Letter from Mr D Meek regarding hedge and scrub on South Side of Chapel Street, Georgeham. Councillor Mrs Meek to draw up a specification and instruct a contractor to get it done. (ii) CARA. Traffic speeding in Croyde. The letter to be acknowledged advising that their comments had been noted. (iii) The Countryside Agency. Rights of Way Act 2000 together with map and leaflets. Passed to Councillor Tucker for onwards transmission to Councillor Foster. (iv) NDDC. Housing Strategy. They would be grateful for any views, comments or information we may have on the future of housing in North Devon. They are particularly interested in any housing related projects or plans for action that the Parish might have. The Parish Council to reply saying we support the views of the Local Plan. (v) Wyn Thomas Gordon Lewis. Proposed dredging of marine aggregates at Culver Sand Area 472, inner Bristol Channel – application for Government View. Due to the involved nature of this document, a Sub committee was formed consisting of Councillor Symonds, Councillor Mrs Meek, Councillor Mapp and Councillor Foster to formulate a response to be passed to the Clerk for a reply within the time allowed. (vi) Slee Blackwell. Enclosing a cheque for Ł1,000 from Pearce as agreed. This has not yet shown on the Bank Statement, which is the reason it is not listed below. (vii) DEFRA. Bringing rural Broadband to the area. Passed to Councillor Slade. (viii) Details of a Seminar being organised by NDDC regarding the Disability Discrimination Act relating to play area. A reply had been received regarding Hidden Valley which was in the Parish of West Down. From the map provided to us by DCC Public Rights of Way Department it appeared that the boundaries were not completely accurate. Croyde Water Treatment Works update. An Open day was to be held at the end of April and more work was planned for September. Residents have asked for monitoring statistics.
