MINUTES OF GEORGEHAM PARISH COUNCIL MEETING HELD ON THURSDAY, 25 NOVEMBER 2004 AT 7 P.M. AT GEORGEHAM VILLAGE HALL. THIS MEETING HAD BEEN RECONVENED FOLLOWING THE ADJOURNMENT OF THE MEETING HELD ON THURSDAY, 18 NOVEMBER 2004 IN CROYDE VILLAGE HALL. PRESENT: Councillor J Symonds (Chairman), Councillors Mrs J Barnes, Miss R Brian, W Foster, N Mapp, Mrs V Meek, Mrs L Slade, R Tucker and J Yeo. Also in attendance: District Councillor P Evans and Mrs S Squire, Parish Clerk. 95. APOLOGIES. None. 96. PLANNING APPLICATION RESPONSES. The Chairman explained that deferral of Planning Applications was no longer being accepted by North Devon District Council Planning Department and that the Parish Council's response was required within 21 days of the Application being sent. It was approved by Councillors that all Planning Applications would be dealt with at the next Parish Council Meeting unless it was a large or contentious Application. Councillor Mapp was concerned about the volume of Applications being received and felt that a second Meeting in the month to discuss just this aspect would be advantageous. Following a discussion, the matter to be an Agenda item at the January Meeting. 97. PLANNING. (a) The following Planning Applications which had been received since last week's Meeting were then considered: 38954 - Reserved matters application for erection of 1 dwelling with detached garage (outline planning permission 32400) - Plot 2, Penny Hill, Croyde. Recommend approval. 38998 - Continued siting of holiday chalet (renewal of limited period planning permission 24563) - 26 Leadengate Close, Croyde. Recommend approval. 39004/38991 - Listed building application in respect of conversion of part of ground floor of barn to form self contained holiday accommodation - Stable Close, Georgeham. Recommend approval. 38917 - Extension to dwelling - 32 Leadengate Close, Croyde. Recommended approval. 38972 - Extension to restaurant - Blue Groove, 2 Hobbs Hill, Croyde. Councillors approved Recommended approval subject ot the restaurant licence being adhered to in a correct and proper manner. In addition the premises should continue to trade as a restaurant and not purport to be a public house. (A copy of this decision to NDDC Licensing Committee). 38967 - Erection of double garage - Lan-Y-Mor, 32 Moor Lane, Croyde. Recommended approval subject to the garage remaining as a store and not being taken into residential use. (b) The following NDDC Decision Notices were noted: Approvals 38630 - Partial demolition of existing dwelling and erection of new extension comprising new swimming pool, changing facilities, summer house, study, conservatory, master bedroom with en-suite facilities and Page 2 - 25.11.04 double garage (renewal of unimplemented planning permission 27771) at Byecross House, Buckland Road, Georgeham. 38539 - Extension and alterations to dwelling at Kennelfield, Georgeham. 38686 - Retrospective Listed Building application for installation of replacement purlins and other timbers to barn roof, installation of partitions and staircase together with replacement floorboards in the stable/barn to form an office and replace courtyard foundation using existing cobbles and Delabole slate at Putsborough Manor, Georgeham. 38631 - Ground floor extension to dwelling and replacement of flat roof with pitched roof at Glebe Cottage, Georgeham. 38662 - Continued siting/use of summer bungalow (renewal of temporary planning permission 28004 and variation of condition 3 to extend occupancy period from 9 months to 10 months) at 22 Leadengate Close, Croyde. 38664 - Ground and first floor extensions to dwelling (amended plans) at 20 Orchard Grove, Croyde. 38720 - Erection of detached double garage at 3 Moor Park Close, Croyde. 38752 - First floor extension to dwelling at 8 Jones's Hill, Croyde. (c) The following letter from NDDC Environmental Health Department was considered: Application for the renewal of a Public Entertainment Licence in respect of Manor House Inn, 39 St Mary's Road, Croyde. Monday to Thursday 1100 hours to 2300 hours Friday and Saturday 1100 hours to 0000 hours Sunday 1200 hours to 2300 hours Councillors accepted the renewal of the application. (d) A copy letter to the Planning Department had been received by Councillor Symonds in respect of 8 West Croyde. The writer did not feel the building has been redeveloped in accordance with the approved drawings. The applicants have submitted a variation. The parishioner argued that Building Control has not monitored the situation. The letter to be acknowledged and a letter to be written to Building Control and the Enforcement Officer from this Council advising that we believe the contents of the letter are correct and indeed there has been a contravention of planning. Enquire as to their course of action and request a reply by the date of our next Meeting, 16 December. (e) An email reply from Planning Department regarding properties rendered with bright colours had been received. They reply saying that unfortunately the Planning Department have no control over this unless it is a Listed Building and then only limited control. Council did not accept this reply and Councillor Foster to draft a reply and email to the Clerk to send. (e) An email reply from Planning Department regarding Kittiwell Retrospective Planning Application for a Summerhouse was noted. They reply saying the Listed Building Application was withdrawn by NDDC because it was not required. Only planning permission was required and this application is proceeding. The comments of the Parish Council are noted and will be taken into account in any decision. (f) A further Site Meeting would take place at Georgeham Playing Field regarding the metal containers. Councillor Tucker to contact Mr T Richards, architect. Page 3 - 25.11.04 98. MATTERS ARISING. (i) Georgeham Car Park update. The yellow grid lines were outstanding. The lights to be reset to take account of dark evenings. It was reported that the blue Land Rover still there, which had been reported to Environmental Health and the Police. The Clerk to report again and express distress that no action appeared to have been taken. (ii) Officials Indemnity Cover. Allianz Cornhill had replied quoting the premium applicable which was acceptable to Councillors. Instructions to be given to proceed with the additional cover. The Football Club be contacted with regard to the insurance of the two containers and contents which, belonging to them, was their responsibility to insure themselves. (iii) Croyde sign. Highways Department to be requested to reinstate. (iv) Sensor lights in Georgeham toilets. The work had been carried out. (v) Safety Outside Georgeham Post Office and Shop. DCC had replied to the effect that subject to a favourable safety review this scheme is programmed for completion in February. (vi) Traffic at Jones's Hill. DCC had replied advising that the proposal will be looked at. 99. CORRESPONDENCE. (a) North Devon Rail Users Group. Letter and recently published paper entitled Securing the Future. (b) DCC. Local Community Self Help Emergency Planning in connection with flooding. (c) DCC. Adopted Devon County Minerals Local Plan. (d) Christine Casban. Letter regarding hoardings along the main road into Croyde. This has been acknowledged. (d) Mrs Willis. Higher Ham Cemetery Sign. Unhappy that we did not approve a "Please Close the Gate" sign. (e) Standards Board for England. Lobby groups, dual-hatted members and the Code of Conduct: guidance for members. Booklets for Councillors. (f) DCC. Towards a Rights of Way Improvement Plan: Consultation. Replies to be received by Monday 14 February 2005. (g) DCC. Road Closure - Georgeham Cross, Braunton to Longland Lane, Georgeham. This has gone into the North Devon Journal community news section. (h) Victim Support. The North Devon Branch is relocating to a centralised office. They are looking for suitable rooms where local meetings within Parishes can take place. To be filed. (i) Any Job Squad. PARKING RESTRICTION - MILLERS BROOK. A letter had been received from Mr J Parker who had set out what was considered to be a balanced proposal which was to be passed to the Local Service Office for consideration. Page 4 - 25.11.04 102. MATTERS RAISED BY COUNCILLORS. Councillor Mrs Slade. A parishioner had a planning query and it was suggested that a formal letter was sent to this Council. Councillor Foster advised that the seat on Croyde Bridge has been vandalised. Councillor Symonds to effect the repair. Councillor Miss Brian advised that the bus shelter was due to be fitted next month at Down End. Councillor Mrs Barnes enquired about the plaque for the recently planted trees at the Glebe Field and was advised this was on order. Councillor Mapp raised the issue of cars in Georgeham car park and did not wish to be the only Councillor monitoring the situation. He felt that other Councillors should be involved in this way. As regards the Playing Field, he pointed out that the Parish Council would have difficulty in accessing funds after the Parish Council had submitted an outline planning application to replace the containers. Councillor Tucker advised the meeting that Georgeham Playing Field was registered in the name of the Trustees who have a bank account which could meet any planning fee. Councillor Symonds. The two seats were still to be fixed and the contractors were to be pressed to get the work done. 103. MEETINGS ATTENDED BY COUNCILLORS. Councillor Miss Brian had been to a Parish Plan Liaison Meeting at Mortehoe and enlarged on her thoughts. She was very concerned that larger Parishes will prepare extensive lists of items they want and that Braunton, in particular would get all the funding and have the upper hand. She said that this Parish Council was not demanding enough and feared we would lose out if we did not make our voice heard. It was acknowledged that we would view the projects with an open mind and would have to abide by the results of the Parish Plan when this was done. Councillor Foster had met DCC Official Mr Trevor Edwards at Jones's Hill, Croyde with regard to the trees which were causing problems to a resident. A mutual agreement had been reached to layer the trees to the satisfaction of all. Councillor Tucker advised that he would be flail trimming areas in the village the next day. The contractor who layers the Jones's Hill trees to be employed to carry out similar work to he hedges from the Kings Arms to the Village Shop. 104. FINANCE. 1. It was proposed by Councillor Tucker to move the Finance item on the Agenda to follow Matters Arising General general. Councillors approved this which was to take effect from December. The balances to be on a landscape and posted to Councillors as some were experiencing difficulties printing the current format. 2. The following payments were approved and authorised: (1) Buckleigh Laundry Ltd. Rental for hand dryer. £15.75 (2) JJ Bins. Emptying bins during October. £84.50 (3) Mr J Lewis. Cutting & strimming - Lane Head Close. March - Oct. 2004. £90.00 (4) Mr M Twiggs. Duplicate cheque. £15.75 (5) SWEB Electric at Glebe Field £91.27 (6) Graham Hayward. Senor lights in the toilets. £326.65 (7) Georgeham Village Hall. Hire for Meetings in 2004. £110.00 (8) South West Water. Water services at the Playing Field, Georgeham. £12.64 Page 5 - 25.11.04 3. Adoption of the 2005/06 budget and projection figures. Details of 2004/05 payments and receipts were circulated. Councillors Symonds and Tucker went through the figures and explained how the budget figures had been calculated, highlighting the additional items on the payment sheet. It was explained that a number of the figures had been reduced in order to deduct approximately £1,100 from the original figures. Councillor Miss Brian proposed that the budget was increased to reinstate the figures to those which were the originals. There was no seconder. Councillor Mrs Slade proposed that the figures on the table were accepted and adopted. Seconded by Councillor Tucker. Vote: 8 in favour. Carried. 4. NDDC Parish Council Expenditure 2005/06 form had been received which had to be returned by 15 December 2004. Councillors approved Councillor Symonds to visit the NDDC finance Department to ensure this form was properly completed and returned to the Clerk to submit after taking a copy. The next Meeting would be on Thursday, 16 December 2004 at Croyde Village Hall. It was not possible to meet in Georgeham Village Hall as planned, due to the Primary School requiring it in connection with their Nativity Play. In addition, due to personal circumstances of the Clerk, the Meeting was fixed for 6 p.m.
