PRESENT: Councillor R Tucker (Vice Chairman who chaired the Meeting in the absence of the Chairman), Councillors Mrs J Barnes, Miss R Brian, W Foster, N Mapp, Mrs V Meek, Mrs L Slade, J Yeo. Also in attendance: County Councillor D Spear, District Councillors P Evans and M Wilkinson, Mr Brian Holme, Community Development Manager of NDDC, 9 members of the public and Mrs S Squire, Parish Clerk. 61. PRESENTATION BY MR B HOLME, COMMUNITY DEVELOPMENT MANAGER, NDDC. Mr Holme gave a talk on Parish Plans. He outlined this and gave statistics of the Parishes within NDDC. He went on to explain in further detail the type of issues covered. It was about the community having a view and the projects they want to see come to fruition to strengthen the Parish. Our Parish was part of a cluster of Parishes within the Braunton and Coastal Rural Alliance. County Councillor Spear was invited to speak about the Lobb Field football project and the historical information of this was given. NDDC were happy to provide assistance in putting a bid together, which would have to be community led. There were various funding opportunities available. A Parish Plan can take up to twelve months to complete and a Parish Council volunteer would be required. A question and answer session followed which focused on the advantages and disadvantages of a proposal. For example a building which was to be used as a multi purpose facility would be looked on favourably, as opposed to something which would be little used and then only by a particular group. A model Parish Plan questionnaire was available. The item would be further discussed as a separate agenda item at the October Meeting, when a working party could then be appointed. He was thanked for attending. 62. APPROVAL OF THE MINUTES OF THE MEETING HELD ON 26 AUGUST 2004. These were agreed and signed as a correct record after the following was noted: Page 1, 51, 49a, Councillor Mapp and the chairman felt that this was very similar to that being proposed by DEFRA as restricted by ways and that no further action should be taken for the time being. Page 4 Playing Field. It had been agreed that the Architect would act as Parish Councils agentbut was further noted that this agreement had taken place at a subsequent meeting. Page 5 Emergency Plan the wording to be amended to Since the Council could not agree that an emergency plan was needed as this was such a complicated subject, it was proposed Vote: Councillor Mapp against. 63. APOLOGIES. Councillor J Symonds on holiday. 64. REPORTS: Police. Not present. County Councillor D Spear. He spoke about the BOATS issue which would not be considered by the Planning Inspectorate until approximately April 2005. Before the Inquiry, a pre Inquiry would be held. District Councillor P Evans. He had a copy of the draft licensing laws, the new system which was due to be introduced in the new year. As regards the proposed supermarket at Braunton, the application had been withdrawn. The other application for a supermarket on Brannoc Fibres had been deferred for site meeting on 13/10. District Councillor M Wilkinson. He spoke further on the licensing laws and enlarged on the new rules as from February 2005. The Parish Council was encouraged to submit their representations in good time. In October, 30,000 black wheelie bins are to be issued as part of the Green Sweep project. They will be delivered the week commencing 11th October. Parts of our Parish were included. Councillor Foster asked if the County or District would be submitting an objection to the wind power proposals at Fullabrook. It was understood this Application was to be called in. Page 2 30.09.04 65. REPRESENTATIONS FROM THE PUBLIC. Roger Holmes, Georgeham Football Club. He gave an update on the situation with regard to the portacabins. Electricity had been connected and the away changing rooms and canteen was nearing completion. Several local builders had volunteers their help. He expressed his gratitude to all involved. The water and drainage was to be connected shortly. He gave his thanks on behalf of the Football Club to all who had helped achieve this and was encouraged that the community was in support of this. He thanked the Parish Council for their support. Parishioners were welcome to see the facilities at the first home game on Saturday, 9th October who should contact Roger Holmes 890938 or Roy Barnes 890303. The current facility was also available to other organised community users who wish to use it through the Football Club. The same contact numbers applied. It would be too late to put details of the home game and viewing in The Crydda but the Clerk would ensure it went in the Community News Section of the Journal, however the viewing would be included in The Crydda for the future. 66. PLANNING. (1) Matters Arising. Georgeham Playing Field. Councillor Tucker advised he and the Chairman had met NDDC Planning Officer, Mr R Pedlar, together with District Councillor Evans, Georgeham Football Club Manager Roger Holmes and the architect Trevor Richards. He gave the full details of this. It was again noted that the original Planning Application was for a portacabin, but two ships containers were in situ, which were smaller than portacabins. It was stressed that the planning permission was temporary for 2 years. The Chairman and Councillor Tucker had asked the Architect to act as the Parish Councils Agent and he would take drawings to Mr Pedlar with a view to obtaining NDDC planning approval. Mr Richards would attend any Parish Council meeting and will report back to the Chairman, Councillor Tucker and two other Councillors. All issues in connection with this would go through meetings. Mr Richards and Mr Pedlar were looking how best to deal with this aesthetically. District Councillor Evans was concerned about the enforcement order in place. Councillor Tucker to liase with Mr Richards in the morning to ensure that nothing had been overlooked. Councillor Mapp proposed that Mr Richard was co opted on to the sub committee with his approval. Councillor Tucker would speak to him about this. All agreed. Applications, as below: 38500 Conversion of & extension to existing garage to form dependant relatives annexe, extension to dwelling to form garage & erection of double garage, greenhouse, boat store & garden workshop Shoreacre House, Vention, Putsborough. It was RESOLVED to hold a site meeting on Sunday, 3 October at 9.15 a.m. 38507 Reserved matters application for erection of 4 units of affordable housing (Outline Planning Permission) 32400) Penny Hill, Pathfields, Moor Lane, Croyde. It was RESOLVED to recommend approval with the same caveat as 38173 subject 38039 Alterations to holiday cottage & creation of first floor to form additional living accommodation (amended scheme) Longfield, Moor Lane, Croyde. It was RESOLVED to recommend approval with the comment the Parish Council are not enamoured with the timber cladding and would much prefer to see the extension match the existing property. 38555 Erection of garage/workshop/store Foxwell House, Cross, Croyde. It was RESOLVED to recommend approval subject to the condition that it should remain a garage/workshop/store and not be used for accommodation. Councillor Mrs Slade declared a prejudicial and personal interest, left the room and took no part in the discussion or decision of this Application. It was RESOLVED to recommend approval with the condition that the garages are fully stone faced as opposed to partial stone facing and the Parish Council would like to see natural slate roof to match. Also, the condition that it is used as a garage and not for accommodation. 38431 Retrospective application change of layout of mountain boarding course (amendment to Planning Permission 35341) Ruda Holiday Park, Moor Lane, Croyde. It was RESOLVED to recommend approval, with the additional comment that we would like to see our original suggestion of native tree planting implemented to soften the visual impact. 38432 Extension and alteration to dwelling Down End House, Down End, Croyde. It was RESOLVED to recommend approval. 38419 Change of use of shop to form additional living accommodation Croyde Weavers, St Marys Road, Croyde. The applicant had submitted a letter in support of this which was read to the Meeting. It was proposed by Councillor Mrs Slade and seconded by Councillor Mrs Barnes to recommend approval. An amendment to refuse was proposed by Councillor Miss Brian, seconded by Councillor Foster. Vote: In Favour of recommending approval 5. Against: 3. The original proposal to recommend approval was carried. The following NDDC Refusal Notice was noted: 38191 Retrospective application for formation of hardstanding for parking at land r/o Down View Cottage, The Cross, Croyde. A reminder to be sent to the Planning Unit regarding the current situation. 67. MATTERS ARISING; Higher Ham Cemetery Sign. Carry forward to next meeting when it was hoped Councillor Symonds would be able to give the up to date position. Croyde Park Benches. Although it was noted that a donation had been authorised at a previous Meeting, the cheque had not been issued. This was authorised. Cars parked in Georgeham Car Park. An update was given and a reply from DVLC with details of cars parked/abandoned there had been received. It was noted that three had now gone, with one remaining. The Environmental Health Department to be requested tot to activate process for removal. BOATS. A reply had been sent to the Planning Inspectorate and acknowledgement received. A copy of the letter to be emailed to all Councillors and District Councillor Evans. Installation of two Parish Seats. Tenders to be sought from Mr P Slade for the Georgeham seat. Councillor Symonds and Tucker would ensure that the Waveform Seat in memory of Mr Gillard would be in place by the end of October as Mr Gillards Son would be visiting the area and was hoping to see it in place. 68. CORRESPONDENCE. 1. Email from District Councillor P Evans regarding Football Club facilities. This was noted. Office of the Deputy Prime Minister. Consultations on (1) a draft Code of Conduct for Local government employees and (2) a review of restrictions on the political activities of Local Authority employees and pay of political assistants. Responses to be received by 19/11/04. Councillors were of the unanimous opinion that this Council should not become involved or send a reply. Mr R J Hore. He had written with concerns regarding the dog bin at Leadengate Close. The letter had been acknowledged. A further reply to be sent advising the matter was receiving attention. The dog bin contractor to be sent copy of letter to him requesting his advices, with the possibility of emptying twice a week in the Summer - May to September inclusive with an indication of the cost involved. Mr and Mrs J Hilling. Letter of thanks for the Parish Councils help regarding the parking problems at Lane Head Close, Croyde. Mrs J Mitchell. Email regarding the poor conditions of footpaths in Croyde. A reply to be sent that this was being attended to. 69. PUBLICATIONS RECEIVED. NDDC Newsletters and Bulletins. North Devon & Exmoor Regeneration Company Newsletter. Issue 1. Summer 2004. Village Green Magazine North Devon Homes. Tenants News. Summer 2004 Edition. Local Council Review. September 2004. 70. MATTERS RAISED BY COUNCILLORS. Councillor Miss R Brian Public Entertainment Licence Manor Inn. This matter had been raised as a result of very loud music on the Saturday evening of August Bank Holiday. Upon making enquiries, the Police had confirmed that no complaints had been received. Mr R Wright, Licencee Consultant to the Manor Inn, spoke and confirmed that a Public Entertainment Licence had been obtained for the event and further confirmed that the entertainment took place within the area in which the Page 5 30.09.04 licence had been granted. He outlined the Public Entertainment Licence Order quoting various paragraphs and confirmed that the event had been operated within the law. The owner of the Manor Inn took the opportunity to apologise for any offence caused and for future events, will liase with the Parish Council to prevent similar situations arising. Councillor N Mapp Parish Council Insurance Policy. He raised the fact that three projects were being planned and all Parish Councillors would at some stage be involved with the planning and felt that the Policy should include Officials Indemnity. The description of this type of cover was read to the meeting and our Insurance Company to be asked for the relevant cost to add it to the policy. The Insurance Company to be also requested to add the two ship containers valued at 7,000 together with ancillary contents. 71. MEETINGS ATTENDED BY COUNCILLORS. Councillor Miss Brian. Local Strategy Plan. Area of Natural Beauty officer presentation which gave an update on organisational and management procedures. This was also attended by Councillor Mapp and there was a talk concerning how the North Devon structure plan works. Councillor Brian had also been to the Area of Outstanding Natural Beauty office at Bideford. The officials there were willing to attend a meeting to give a talk on their work and this to be taken up in the near future. Mr J Deasey will present the Travel Plan for Braunton on 10 November. The next Alliance meeting will be held on 23 November. 72. MATTERS RAISED BY COUNCILLORS. (i) Councillor Mapp had contacted the local services regarding the trees in Chapel Street. He advised that these would not be cut in October as originally thought. Devon County Council have admitted responsibility for the trees and when they were being cut, the hedge would be cut as well. Councillor Mapp had further ascertained that DCC were sending tenders out to contractors with a view to the work being carried out in the Winter. Councillor Mapp also advised that he had advised Mrs Devereaux about these arrangements and the tree which was concerning her would be dealt with at the same time, the local services having made a note to advise the successful contractor about this. (ii) Councillor Mapp reminded the meeting that three major projects were to be put within our Parish Plan and he felt that as the situation stood, this was vague and felt that sub-committees should be appointed to work on the various projects. Councillors were in full agreement with this, and the item to be included on the next Agenda. (iii) Councillor Tucker outlined the problems with regard to the contractor appointed to carry out the work in the Glebefield which was now getting under control and would be fully completed in the next ten days. Councillors felt it was not acceptable for the work to be done just before the contract was ending and there was a feeling of general disappointment that the area had not been looking its best during the Summer when most visitors were around. A strong letter expressing the Councils dissatisfaction with regard to the quality of the work to be sent. The cheque in respect of the Invoice received was not authorised. (iv) Councillor Miss Brian. She was concerned about the Road Closure due to take place at half term and furthermore, it was not known how the refuse bins would be emptied. The Council noted that they had been previously contacted regarding the Road Closure which had been planned for that particular time to minimise disruption, taking into account there would be no school run. (v) Councillor Mrs Meek. She advised that the Croyde sign at Forda and Down End had been stolen. Due to the fact that this was a regular occurrence, enquiries to be made for the stone on which the sign had been fixed to be engraved with the name which would prevent further problems. Roberts Memorials to be asked for a quotation. Page 6 30.09.04 She reported that the surface by the swings in the Georgeham Play Area was slippery. Councillors Mapp and Tucker to attend to this. The lay bys at Down End required attention due to vegetation and our tidy person to be requested to attend. (vi) Councillor Mrs Slade. A reminder to be put in The Crydda that it was landowners responsibility to trim hedges. Georgeham Public Toilets. Due to vandalism, these to be locked at night for the foreseeable future. The situation would be reviewed in due course. Millies Cottage. It was noted this property was now occupied but its condition continued to cause concern. 73. FINANCE. Balances.
