PRESENT: Councillor J Symonds (Chairman), Councillors Mrs J Barnes, Miss R Brian, Mrs V Meek, N Mapp, S Maskell, Mrs L Slade, R Tucker. Also in attendance: District Councillors D Spear and M Wilkinson, 5 members of the public. 53. APPROVAL OF THE MINUTES OF THE MEETING HELD ON 17 NOVEMBER 2005. It was proposed by Councillor Miss R Brian, seconded by Councillor N Mapp and all agreed that these were agreed and signed as a correct record. 54. APOLOGIES. Mrs S Squire – Parish Clerk. The Chairman reported that she was making very good progress and it was anticipated that after the sick certificate for a further month recently issued had expired, she would be looking to resume her normal duties. Councillor J Yeo – working. County Councillor Mrs J Jenkins. 55. REPORTS: Police. PC Lees had moved from his post and was now involved in youth activities. Good wishes were expressed for the future. His replacement from January 2006, PC R Fuller had made contact with the Clerk and hoped to attend the January Meeting to introduce himself and meet Members. County Councillor Mrs J Jenkins. Due to absence, a report had been sent. (Attached). Councillor Miss Brian will respond direct to Councillor Jenkins regarding a bus shelter at Croyde Bridge. District Councillor D Spear. Both he and District Councillor Wilkinson would be following up the Manor House Inn Licence Application and required details. The Croyde Manor House Planning Application had been called in regarding the whitening. He spoke on the local development scheme and framework advising that local output indicators especially new building should be 60% on brownfield sites. NDDC had reached 62% and it was hoped to maintain this. (At this point, the Chairman mentioned the problems with planning on brownfield sites outside the current envelope and requested firm guidelines). Councillor Spear has asked Planning Officers to attend an Alliance Meeting. District Councillor M Wilkinson. He spoke on the 106 Agreement and the concern of monitoring this which he had raised at District level. If a 106 Agreement is put in place, it must be monitored through the Planning system. A list should be given to a Ward member of all 106 Agreements in their area. Page 2 – 15.12.05 He has joined a Coastal Interest Group, attending a meeting in London. There were some points not of local concern, but MPs with coastal towns should look at possible deprivation within those coastal towns, e.g. Ilfracombe. Adam Wooler (RNLI) is in contact with the Government and should not be with Districts. 56. REPRESENTATIONS FROM THE PUBLIC. Mr R Holmes representing the Football Club. He explained that they wish to improve the standard of the ground and wish to erect a post and rail (metal) fence around the pitch (at the sides only, not behind the goals). The estimate was Ł1,000 although it was noted that the Parish Council was not responsible for this. Mr Barnes was asked to submit a detailed proposal. The Parish Council were supportive of this proposal. Mr K Howes representing CARA. He had been requested to raise the Manor House Inn’s application for a variation of their Licence. He also sought clarification of the Council’s decision on the Wind Farm Application. Councillor Tucker read the Minute from October 2004, and this Minute was re-affirmed in August 2005. Mr M Harrison, Footpath Warden reported that he had attended a meeting on Footpaths. It had transpired that we have to take BOATS on board. The Council is starting a Rights of Way Improvement Plan and new suggestions are to be sought. It was acknowledged that the roads were no longer suitable for walking and there may be help from the Parish Plan. 57. PLANNING. (1) Matters Arising. Letter from Mr A G Bohannan with regard to the application for a wind farm on land at various locations which was read to the meeting by Councillor Symonds. Confirmation was required on a number of points and in this connection some of these had already been dealt with. Councillor Miss Brian was asked if she made it clear she was not representing the Parish Council at the recent meeting to consider the Application. She has made her speech available and talked the meeting through the event. It was left that Councillor Tucker would speak to Mr Bohannan and stressed that all Councillors should make it very clear when they are speaking as a private individual. No further action was felt necessary. (2) Applications, as below: 41197 – Change of use of agricultural land to form extension to domestic curtilage – land adjacent to Sunny Ash Corner, Georgeham. It was RESOLVED to recommend refusal on the grounds that it is outside the development boundary. Page 3 – 15.12.05 41314 – Continued siting of summer bungalow (renewal of limited period planning permission 28725) – Timberley, 10 Leadengate Close, Croyde. It was RESOLVED to recommend approval on the condition that the 10 month usage is maintained. (iii) 41368 – First floor extension to dwelling – 10 Home Farm Close, Croyde. It was RESOLVED to recommend refusal on the grounds that it is visually unacceptable and considered over-development of the site. 41353 – Demolition of existing & erection of new extension to dwelling – Robbers Hall, Cross, Croyde. It was RESOLVED to recommend approval. 41340 – Continued siting of holiday chalet (renewal of limited period planning permission 28283) – 5 Leadengate Close, Croyde. It was RESOLVED to approve the limited period (10 month) occupancy period. 41349 – Demolition of existing garage and extension to dwelling – Jindalee, Darracott, Georgeham. It was RESOLVED to recommend approval. 41298 – Extension to dwelling – Diana Cottage, Darracott, Georgeham. It was RESOLVED to recommend approval. 41320 – Extension to dwelling, raising of roof, conversion of loft space to form additional living accommodation, sub-division of dwelling to form 2 dwellings, erection of detached single garage and creation of new access – Lower Liddongate, Withywell Lane, Croyde. It was RESOLVED to recommend approval. 41382/41381 – Listed Building Application for extension to dwelling and conversion of loft space to form additional living accommodation together with demolition of garage/utility room – Brook House, 3 St. Mary’s Road, Croyde. It was RESOLVED to recommend refusal due to its listed value status. It was considered that it would be a radical change to one of the most important buildings in Croyde and concern was also expressed at the loss of parking places. x) 40280 – Display of 3 A Frames – Hobbs Hill, Croyde. It was RESOLVED to recommend refusal on the grounds of obstruction. Page 4 – 15.12.05 41396 – Erection of porch – Meadow Cottage, Pickwell, Georgeham. It was RESOLVED to recommend refusal because the pitch of the roof on the proposed porch would not match the pitch of the roof of the extension to which the porch will abut. This would make the pitch of the proposed porch too shallow and would be detrimental to the visual impact of this property. (3) Planning Correspondence: (a) The following NDDC Decision Notices were noted: APPROVALS. 41007 – Variation of condition 5 (occupancy restriction) attached to Planning Permission 36895 to allow temporary use of 1 unit of holiday accommodation as permanent dwelling at cottage adjacent to Jack Smales Cottage, Heddon Mill, Braunton. 40942 – Variation of condition 3 attached to Planning Permission 40292 o extend time period within which works relating to the windows must be completed from 3 months to 6 months at The Old Cottage, Putsborough. 40928 – Retrospective application for erection of decked area at Down End House, Down End, Croyde. 41106 – Insertion of 1 dormer window to front elevation at 2 Orchard Grove, Croyde. REFUSAL 40929 – Retrospective application for erection of 1 summer house at land adjacent to Putscombe, Putsborough. (4) It was noted that the Planning Inspectorate’s decision on the appeal in respect of Planning Application 40199 – extension at Myrtle Cottage, Rock Hill, Georgeham had been dismissed. (5) Croyde Manor. A reminder had been sent to the Planning Department requesting a reply by this Meeting. A further reminder was sent on 13 December as a response had not been received. (6) 41071 – Change of use of hotel and 2 flats to form 3 dwellings – Croyde Bay House Hotel, Moor Lane, Croyde. It was noted that this Application had been WITHDRAWN. 58. MATTERS ARISING. Georgeham Public Toilets. Councillor Tucker reported that these were now in full working order and repaired following vandalism. Mr D Tucker will be and is the guardian of the facility and would lock the premises after the last bus. Bus Stop. Councillor Mapp advised that Council workers had replaced the light in the bus stop but an invoice was not expected. Page 5 – 15.12.05 Chapel Street Hedge. The hedge behind will also be trimmed at the same time as work to the Chapel Street hedge is carried out. Statement of Community Involvement. Councillor Mapp advised that he had been asked to comment and his suggestions had been given. North Devon District Planners would need to give extra time for planning matters and it was considered advantageous if officers could liaise with a small group which could possibly go via the Braunton Alliance. The suggestions would be considered by an Inspector in March. BOATS.
