PRESENT: Councillor J Symonds (Chairman), Councillors Mrs J Barnes, Miss R Brian, W Foster, N Mapp, Mrs V Meek, Mrs L Slade, J Yeo. Also present: District Councillors D Spear and M Wilkinson, PC G Lees, 11 members of the public and Mrs S Squire, Parish Clerk. The Chairman welcomed District Councillor Derrick Spear who had been elected on 14 July. 29. APPROVAL OF THE MINUTES OF THE MEETING HELD ON 30 JUNE 2005 AND THE RECEIPT OF MEETING NOTES FROM COUNCILLOR MISS R BRIAN REGARDING THE PARISH COUNCIL AND POLICE WALKABOUT ON TUESDAY, 12 JULY 2005. Councillor Mapp had telephoned the Clerk on Saturday, 23 July to request the following amendments to the Minutes: Minute 20. Reports: Police. In the last paragraph, last sentence, he wished the wording to be Councillor Mapp enquired the situation regarding Public Entertainment Licence applications and it was confirmed that these go through the Licensing Department of the Environmental Health Department at NDDC and Braunton Police. In addition, the following to be included: He also asked if extra Police could be provided if additional funding could be identified; Sgt Brock thought that they could be provided. Minute 22 Planning Application 40366 Councillor Brian wished to verify that she had ascertained she could legally take part in the discussion, and gave the Chairman a letter which he tabled.. With these amendments noted, the Minutes were approved and signed and Councillor Miss Brians meeting notes acknowledged. 30. APOLOGIES. Councillor R Tucker on holiday. 31. REPORTS: Police PC Lees reported that there had been 7 crimes in the Parish, 6 related to crimes on the holiday parks and one in the village. The Village Walkabout was then discussed with Councillor Brian enlarging on the issues contained within notes of the meeting which she had taken. PC Lees advised that special new signs had now been made up advising that it was an offence to consume drink off the premises. The premises Mai Tai had not been visited on the Walkabout but had since received a call from the Police. Proprietors were keen to co-operate and a Special Constable would be patrolling on Friday and Saturday evenings. Traffic Wardens were employed by NDDC and not by the Police. It was suggested that the Parish Council part funded the cost. The Clearway along the Down End entrance road to Croyde was in process of being moved but funding was a problem and again, the Parish Council would have to think about part funding it. The Chairman reiterated that it was generally felt there was not enough Police cover at the weekends in the Summer to deal with the number of people in the village. Page 2 28.07.05 The question of part funding a Traffic Warden was put to Councillors. Councillor Mapp was against the cost being taken from the Council Tax, as he felt parishioners pay enough at present and car park charges should help defray expenses in this connection. Councillor Mapp also mentioned about funding at Woolacombe, where car parking charges along the Esplanade funds a traffic warden. The Clerk to write to NDDC enquiring the possibility of traffic wardens patrolling the village, pointing out that the District Council receives a large revenue from car parking charges. The parking issue was causing a great deal of issue within the village itself. The road leading to the car park is village hall property and the fact that it requires repair to be included within our letter, mentioning the recent telephone call enquiring about ownership. Councillor Mapp suggested that the Clearway signage should be included in the letter as this item is included within their budget but nothing has materialised. He again reiterated that if the Parish Council were to part fund this, it would be a case of double taxation and he felt very strongly that this should be avoided. Councillor Symonds proposed that the Parish Council provided part funding to move the Clearway signs and boundary, seconded by Councillor Miss Brian provided the funding levels were acceptable and would have the effect of speeding up the process. The Police will not react if parking is outside the Clearway area even though it is causing a problem. The cost of these projects to be sought. Councillor Mrs Meek suggested that at some point a review should be carried out concerning double funding. District Councillor M Wilkinson. Gateway to North Devon proposal. He outlined the iniative and the proposal was a site to cover a number of items relevant to our particular area. 3 sites were proposed: Abbotsham, the new roundabout currently under construction at downstream bridge, and Aller Cross. Filleigh Estates were keen to be involved. The Area Committee wished to be involved, and if Aller Cross were chosen this would improve the road and take much of the traffic away from Barnstaple and would relieve a lot of pressure on a wide area of North Devon. It was acknowledged that the Easterclose/Berry Down X road was twisty and narrow, and also through Brayfordl. There were a few possibilities of grant aid coming to the parishes, which he has passed to Councillor Tucker and Mr Roger Holmes (Georgeham Football Club) and this was on the ROCKets agenda. The scheme applied to parishes which have working quarries and Georgeham was eligible. Braunton Aliance Meeting had discussed the sustainable development fund from Area of Outstanding Natural Beauty. He felt the first round of funding would be the one to go for to gain maximum benefit. Councillor Mrs Slade spoke on behalf of a parishioner who has a Planning Application, at present being held with him and felt it has dragged on. He responded. The Application was to be determined under delegated powers. It was advised that the applicant had not been invited to any meetings and it was felt the whole situation had been poorly handled. He responded further and it was hoped that an outcome to the agreement of all would be reached. Page 3 28.07.05 District Councillor D Spear. He spoke about the funding from AONB as mentioned by District Councillir Wilkinson and also spoke about funding by the Tarka Trust. He also spoke about the Gateway initiative and favoured the Aller Cross site. New signs were already in place at Aller Cross. He had been on a 4 hour training session in connection with the new licensing rules. He thanked those who elected him to the Braunton and Countryside Alliance and spoke about the ROCKet issue. The Chairman asked both District Councillors to follow through the items raised. 32. REPRESENTATIONS FROM THE PUBLIC. Mr S Butler. He spoke regarding NDDC Approval Notice in respect of 2 St Marys Road. He was advised that a letter stating the reason for the approval had been received from the Planning Department and that it would be read at the relevant point in the meeting when this item was noted. He noted that the new sewerage system was in operation but stated that raw sewage was still being discharged into the sea from some properties and specifically addressed District Councillor Spear on this issue who promised to raise these concerns to the appropriate officers at Devon County Council with the backing and agreement of the Parish Council.. The Chairman outlined the project and the agreement which had resulted. Mr R Holmes. He informed the meeting of a fete being held by the Football Club on Saturday, 20th August commencing at 1pm. M Tebbutt. He enquired regarding the meeting between various organisations in connection with the Oceanfest event and was advised by the Chairman that this would be taking place on 3rd August with, it was hoped, a minimum of 4 Parish Councillors. He assured the meeting that all concerns which had been raised would be brought forward at the meeting and a prior meeting with the Parish Council representatives would take place to ensure that everything would be covered. 33. PLANNING. (1) Matters Arising. Nothing was raised. (2) Applications, as below: (a) 40455/56 Listed Building Application in respect of conversion of existing dwelling to form two dwellings The Hive, Georgeham. It was RESOLVED to recommend approval. (b) 40447 Removal of existing pole barn and erection of replacement agricultural storage shed Myrtle Meadow, Moor Lane, Croyde. It was RESOLVED to recommend refusal on the grounds of the CRY1 status of the land and the open visual aspect that it protects. Proposed by Councillor Miss Brian, seconded by Councillor Foster. An amendment was tabled by Councillor Mrs Slade to approve on the ground that the visual impact on the lower roof would be advantageous. Vote: Refusal 5. Approval: 3. Refusal carried on the grounds as given. Page 4 28.07.05 Councillor Mapp asked District Councillor Speak why the Planning Department could not give the Parish Council more information who responded that he too felt this to be the case. He commended the North Devon Local Plan to which this Council often made reference and encouraged Councillors to familiarise themselves with the contents. (c) 40451 Siting of permanent blackboard beneath existing name board St. Helens Priory, Hobbs Hill, Croyde. Before a decision was made, Application No. 40123 in respect of the Saltrock Surf Shop was discussed and the fact that it had been refused by the District Council, despite this Council recommending approval. It was RESOLVED to recommend approval and request that the District Council take note of enforcing the guidelines of PPG15 signage in conservation areas. (d) 40467 Outline Application for erection of 1 agricultural workers dwelling North Hole Farm, Georgeham. Councillor Yeo declared a non pecuniary interest, taking part in the discussion but no part of the voting either way. The applicant was given the opportunity to speak and he explained the reason for the application. It was RESOLVED to reply as follows: We would be minded to approve provided there is sufficient support within current policy guidelines for an agricultural dwelling on this site that lies outside the development envelope and that conditions could be imposed tying this building into perpetuity as an agricultural workers dwelling. 40524 Retrospective application for enclosure of existing walkway 17 Sandyway, Croyde. A letter of objection had been received. The Parish Council noted that when the last Planning Application had been considered, it had been felt that no further development was undertaken. It was RESOLVED to recommend refusal on the basis that the site was developed up to the maximum the last time the structure was altered and that this is over intrusive and restricts light in the neighbouring property. 40540 Construction of 4 parking spaces for disabled persons Croyde Bay Holiday Village, Croyde. It was RESOLVED to recommend approval. 40532 Extension to existing agricultural building Middleborough House, Croyde. It was RESOLVED to recommend approval. (h) 40507 - Extension and alterations to dwelling (amendments to Planning Permission 38700) Croft House, 12a Home Farm Close, Croyde. Page 5 28.07.05 It was RESOLVED to refuse on the grounds that we are not aware of what we would be approval because we do not have 38700 to compare it with. The above was a case in point that additional documents would have been helpful, since this and the following other applications were amendments. 40260 Ground and first floor extensions to dwelling (amended plans) 6 Millers Brook, Croyde. Councillor Mapp declared a personal interest and ,took no part in the discussion. Mr P Evans, a neighbour, was also given the opportunity to speak, who objected to the original proposal and now wished to object on the amended proposal. He had prepared a plan and circulated this to the Councillors. It was RESOLVED to refuse on the grounds of last application, proposed by Councillor Mrs Slade and seconded by Councillor Mapp. An amendment was tabled by Councillor Miss Brian proposing refusal with the comment that had the circumstances been known on the previous Application, the Parish Council would not have recommended approval. There were no seconders to this amendment and Councillor Mrs Slades proposal was carried. (j) 40603 Erection of garage (retrospective amendment to Planning Permission 36046) Moor Park, Moor Lane, Croyde. It was RESOLVED to refuse on the ground that Application 36046 was considered the maximum to which that garage area should have been developed, and we wish to reconfirm that the garage should be for vehicular storage and storage space and not as accommodation. 39455 Removal of condition 2 (occupancy restriction) attached to Planning Permission 10864 (amended plan and information) Higher Roylands, Moor Lane, Croyde. It was RESOLVED to respond by saying that we are aware of the ongoing moves by the applicant to transfer the condition to another property and provided the legal aspect of that transfer can be met and satisfy current policy then the parish council would be at ease with the situation. (vi) 40066 Retrospective application for reconstruction of retaining wall and storage sheds together with regarding of coastal slope and creation of roof patio eating area associated with caf above storage sheds (additional information amended description) at Putsborough Sands Car Park, Putsborough Beach, Putsborough. REFUSALS. 40114 Demolition of existing building and erection of 6 apartments at Baggy View, Down End, Croyde. (ii) 40199 Extension to dwelling at Myrtle Cottage, Rock Hill, Georgeham. (iii) 40123 Advertisement application for the installation of 1 fascia sign, 1 projecting sign and 1 painted mural at Saltrock Surfstore, 10 Hobbs Hill, Croyde. (iv) 40172 Demolition of existing dwelling and erection of new dwelling at Jack Smales Cottage, Heddon Mill, Braunton. (v) 40366 Change of use of land to form site for siting and operation of catering trailer at garden/drive of Cross Cottage, Cross, Croyde. (b) From the Enforcement Officer With regard to land adjacent to 1 Moor Lane, we were asked to confirm if the use was still continuing. Visits by the Enforcement Officer did not reveal any wheelie bins on the land and the access appeared overgrown. A reply to be sent advising that the use was not continuing. 34. MATTERS ARISING. NDDC Statement of Community Involvement draft reply. Email received from Councillor N Mapp setting out the situation and concluding that no further action is required from the Parish Council at this time. He advised the meeting that he had studied the document and had been tracking it since October and we did not seem to feature as a Parish Council on the distribution list. This had been raised with the Deputy Planning Manager Mike Kelly. Other parishes had also made representations about this. Repainting in Play Area. Councillor Tucker had arranged this and it was being done. He was also looking at alternative flooring. There was the possibility of renewing the play area in the future in conjunction with other plans. Cemetery Plot Plans. Councillor Mrs Meek had inspected this and had resolved the situation. She will prepare a correct copy one of which would be laminated for the site and also give a copy to the Clerk who would ensure that the website was updated. The total cost of postage would be 635 as the Parish Plan Questionnaire was 35p as opposed to 21p. A cheque for 315 had already been issued. Summer 2005. 38. MATTERS RAISED BY COUNCILLORS. Councillor N Mapp. 1. Glastonbury-type Rave at Croyde in 2006? He said at the end of the Glastonbury Festival this year, a statement was made that there would not be a rave on that site next year and that there would be a year off to rest local people and after that the event would be held every 4 years. It had also rumoured that an announcement had been made that the event would be held at Croyde. A lot of information had been found following a thorough search on the internet, but no mention of the 2006 venue. It was understood though that young people had accessed this information. He raised the concern that as a Parish Council, we must be aware of any plans as the infrastructure cannot take it. He had contacted the Licensing Department and received a verbal response. He Asked the two District Councillors to be aware that this event could take place which could be a one off event. A 20 day notice on licensing procedure would apply if over 499 people. He advised that there are new initiatives and instructions from central government from 24 November which may change that and that this must be borne in mind. Page 9 28.07.05 2. 2012 Olympics possible implications and opportunities for the Parish. Two days after it was announced that London had been chosen to host the Olympics, Mr Bell of the Tourist Board was heard to have said on the radio that he was exerting pressure to have surfing as an extra sport. It is the host countrys perogative to do this. He wanted it centred around Croyde, Saunton and Woolacombe and North Cornwall. Councillor Mapp was of the opinion that this should be promoted by the Parish Council rather than through the Tourist Board. He felt that there were a lot of positive things that could come out of this, for example, communications, road works, a training site within the Parish for young surfers, which could be built under the guise of this. Further, on each beach that is chosen, a purpose built lifeguard station would be constructed. He acknowledged there would be a down side also. He reiterated we should be aware of this and turn this to our advantage should this occur. The Chairman said the rave alluded to the Oceanfest and as previously mentioned in this Meeting, the Parish Council would be represented at a meeting the following week and issues will be addressed. He reported that on one websites, there was advice to book accommodation in Croyde early because there would be no Glastonbury in 2006, but the idea of holding something of that magnitude here would be serious consequences. There were major issues which have to be addressed for an Ocean Festival within the North Devon Festival in 2006. If former problems cannot be resolved, future Oceanfests would be in doubt and great deal of care will have to be taken to ensure that in 10 years it does not turn into a Glastonbury. He was also aware of the surfing proposal with regard to the Olympics and felt this could have great benefits for a state of the art surf lifesaving club. 3. Grant Aid from ROCKets. The application form came via Trevor Richards and Roger Holmes. We were too late to make an application for this year as anything which required Planning Permission had to be done by last week. The scheme will recompensene the Parish for damage caused by aggregate removal and he could not see that this was relevant. It was acknowledged that any funding will come from the Parish Plan. In the meantime, he will continue to monitor the situation and keep it on the back burner. Councillor Mrs Meek - Croyde Womens Institute had undertaken a street by street survey. She had advised them that the Parish Council were not responsible for all items, and some had been done. Filed. Councillor Mrs Slade hedge in Chapel street. Letter received from Mrs Harrison regarding this. This was an issue which kept reoccurring and the item to be discussed at the next Meeting. The steps to the Glebefield required sweeping and this would be undertaken. 39. MEETINGS ATTENDED BY COUNCILLORS. (i) Councillor Miss R Brian Devon Playing Fields Association - AGM and presentation. She had attended that day and had found it very interesting. The Meeting did not address how we get a grant. She did however find out that Page 10 28.07.05 North Devon District Council has a grant officer, Joanne Watson and Councillors approved that she sees her. She had been appointed to the Devon Playing Fields Association Committee. Childrens recreation is moving up the government profile due to obesity and money will be available from DEFRA next year and a childrens play strategy needs to be in place.
