He pointed out that he had already done this and had reported that the text comprised 28 pages. He had received copy correspondence in response to our letter regarding planning issues. At a meeting of NDDC Planning Committee, new legislation was advised which would result in Parish Councils being more involved in planning issues. \f0\b \ \pard\pardeftab720\li720\fi-720\qj \cf0 \ \pard\pardeftab720\fi2160\qj \cf0 Mrs S Squire \'d0 Parish Clerk. \f1\b0 Councillors had previously been circulated with a report on her recent attendance at a Parish Clerks Course held at the Bluecoat Centre, Torrington. \ \ \pard\pardeftab720\qj \cf0 An item which had been highlighted was the playground inspection in connection with the Disability Discrimination Act. Councillors felt they did not have the expertise to carry out a regular inspection. Further advice from our insurers to be obtained regarding liability, the Disability Discrimination Act and a monthly check. Appropriate arrangements to be made at the next Meeting. The ROSPA Report was expected in time for the next Meeting.\ \ \ \ \ \pard\pardeftab720\qj \cf0 \ul \ulc0 Page 2 \'d0 31.03.05\ \ \pard\pardeftab720\li720\fi-720\qj \f0\b \cf0 \ul \ulc0 141. REPRESENTATIONS FROM THE PUBLIC.\ \ \pard\pardeftab720\qj \cf0 \ul \ulc0 Mr D Tebbutt. \f1\b0 \ulnone He queried the large rise in the Council Tax bill which supported Parish Council spending of a figure in the region of \'a333,000 which resulted in a large increase over previous years. The Chairman responded and explained the reason for this.\ \ \f0\b \ul Mr J Parker. \f1\b0 \ulnone He spoke about his Planning Application which had been approved by NDDC. The Chairman advised that the Parish Council had recently received up to date information to this effect, meaning that the second Application would not now be considered under Item 142 of this Meeting.\ \ \f0\b \ul Mr S Butler. \f1\b0 \ulnone He spoke about a disco attended by 200 people which had been held over Easter and did not end until 3 a.m. at the Mai Tai Restaurant in St. Mary\'d5s Road, Croyde. He had made a complaint through the licensing authority as a result. He then advised the Meeting about licensed premises law having obtained information on this when making his complaint. The Mai Tai Restaurant has an on licence to provide food, which he considered this effectively meant that the premises were a pub. He felt that for entertainment of this nature, the restaurant required a Public Entertainment Licence.\ He had real fears that Croyde would become a resort. He further felt that all Parish Councillors should know what type of licence each premises had.\ Councillor Tucker confirmed to Mr Butler that this Parish Council did not know about the licence position regarding these particular premises and when responding to the Planning Application, had stressed that the licence issued should be for a restaurant and not a public bar, which was never taken on board by the authorities. \ The Chairman advised that the current situation would be monitored but this was an issue for the police which could not be enforced by the Parish Council. District Councillor Evans advised the Meeting that the premises were currently operating on a Magistrates Licence. Neither the Mai Tai or the Blue Groove had a licence for music on the premises. \ A letter to be written to Braunton Police explaining the situation and asking that they ensure premises comply with the type of licence held.\ In future, any Planning Application responses we make must be copied to the Environmental Health\'d5s Licensing Department.\ \pard\pardeftab720\li720\fi-720\qj \cf0 \ \ \pard\pardeftab720\li720\fi-720\qj \f0\b \cf0 \ul \ulc0 142.
