MINUTES OF GEORGEHAM PARISH COUNCIL HELD ON THURSDAY, 17 NOVEMBER 2005 AT 7PM IN CROYDE VILLAGE HALL. PRESENT: Councillor J Symonds (Chairman), Councillors Mrs J Barnes, Miss R Brian, Mrs V Meek, N Mapp, S Maskell, Mrs L Slade, J Yeo. Also in attendance: District Councillors D Spear and M Wilkinson, PC Lees, and members of the public. 75. CHAIRMAN'S WELCOME. The Chairman welcomed everyone to the Meeting, particularly to newly elected Councillor Stuart Maskell who was attending his first Meeting. Also to Mike Harrison who had agreed and been appointed to be Footpath Officer. The Chairman would ensure he receives copies of relevant papers via the Clerk. 76. APPROVAL OF THE MINUTES OF THE MEETING HELD ON 27 OCTOBER 2005 AND THREE SEPARATE MINUTES/NOTES OF A MEETING HELD ON 1 NOVEMBER 2005. These were agreed and signed as a correct record, after changes were made. 77. APOLOGIES. Councillor R Tucker - on holiday. Mrs S Squire, Parish Clerk. Continuing to convalesce. County Councillor Mrs J Jenkins - at another meeting. 78. REPORTS: Police. PC Lees reported that this would be his last meeting in his present capacity as he would be working on a youth activities role in the future but would still be in the area. He further advised that Sgt A Brock had been promoted and that details of replacements would be advised when appointments had been made. He said that there had been 12 crimes in October and 2 in November the latter of which involved two people found with drugs. He concluded by thanking the Council for its support over the years. PC Lees was thanked by Councillor Symonds on behalf of the Parish Council. District Councillor D Spear. He thanked the Council for contact details which had allowed him to follow up various issues. He confirmed that Collette Hall is now involved with Croyde Manor. There was a discussion on the licensing application of Croyde Village Hall. He recommended 'Living on the Edge; - how to live with streams and will provide two copies for the Council. District Councillor M Wilkinson. He mentioned modification to the North Devon Local Plan of which the Council has a copy and reminded that a response was required by 19 December. The wind turbine application would be heard in the Guildhall, Barnstaple on 24th November at 2pm. Georgeham would be having a new refuse collection day from 9th January which would be on a Thursday. Page 2 - 17.11.05 There had been a restructuring in the Planning Department at NDDC, with Mike Kelly now in charge. Malcolm Easton had a wide remit overall of planning for the next five years. 79. REPRESENTATIONS FROM THE PUBLIC. Mr M Harrison had concern about Combas Lane and the state of it in the Winter and asked if it would be possible to bring it into use for bikes. He further enquired if it was likely that a TRO would be put on it. He had written to Joe Deasey at DCC on this subject whose Department had no funding but materials were available. A discussion followed and Mr Harrison would investigate the possibilities. 80. PLANNING. (1) Matters Arising. a) NDDC. The Licensing Team had acknowledged the Parish Council's representation under the Licensing Act 2003 in respect of Croyde Village Hall. In addition, a further letter had been received advising that the Hearing will be on Tuesday, 22 November 2005. Copies had been sent to Councillors Mapp, Mrs Meek and Miss Brian. b) It was noted that a letter had been drafted and sent to Chief Inspector Davies regarding the provision of Traffic Wardens in Croyde. A copy had been circulated to Councillors. Councillor Symonds queried why Wardens went to Torrington from Barnstaple and were not sent to this Parish or Woolacombe. PC Lees replied that extra Wardens were now based in Braunton and it was hoped that they would be here in the Summer, from Easter to 30 September, especially if there is a full time Warden in Braunton. District Councillors Spear and Wilkinson would follow this up. The discussion continued about possible meters and that perhaps if necessary we would look closely at Woolacombe's experiences if the request for Traffic Wardens is unsuccessful. (2) Applications, as below: a) 41071 - Change of use of hotel and 2 flats to form 3 dwellings - Croyde Bay House Hotel, Moor Lane, Croyde. Revised Application. It was RESOLVED to REFUSE on the grounds that the Parish Council does not wish any more quality hotel accommodation to be lost to the village. b) 41248 - Erection of first floor extension - 1 Rose Villas, St. Mary's Road, Croyde. It was RESOLVED to recommend approval subject to it being sympathetic to the surrounding buildings. (3) Planning Correspondence: (a) The following NDDC Decision Notices were noted: APPROVALS. Page 3 - 17.11.05 40874 - Erection of conservatory at 26 Davids Hill, Georgeham. 40901 - Application for consent for works to trees covered by a Tree Preservation Order in respect of reduction of 1 Maritime Pine at Field Cottage, Higher Ham, Georgeham. 41003 - Erection of conservatory at Restaize, 3 Bonnicott Lane, Croyde. (b) Croyde Manor House. It was noted that a letter had been sent to the Chief Planning Officer voicing the Parish Council's concern about the works taking place and an acknowledgement postcard had been received although no formal replies had been received. A copy of the letter had been circulated to Councillors. Councillors Spear, Wilkinson and Jenkins were following this up. c) The naming of the residential development off Lane Head Close, Postcode Sector EX33 was noted. The full postal address for the properties comprised in this development would be: 1-9 Tom's Field Flats 11A, 11B, 11C, 11D, 11E Croyde Penny Hill Devon Croyde EX33 1QT Devon EX33 1QR (Tom's because it was bought (Five affordable units. There are originally from Tom Parsons). Already flats 10 A, B, C etc on Penny Hill. The Flats (11 etc) are on Tom's Field but accessed from Penny Hill. 80. MATTERS ARISING. a) Complaint about noise at Surfers Paradise. Reply received from Environmental Health Department, NDDC and noted. b) Millersbrook Parking Restriction. Barnstaple Local Service Group had acknowledged receipt of our reminder and we are advised that we will receive a reply in due course. The 'no throughway' sign was about to be replaced and the matter to go on the January Agenda. c) Clearway - Down End. Joe Deasey had given a commitment that by May 2006 the Traffic Orders would be organised and the Clearway moved to Bay View Farm. d) Litter Bins. Councillor Miss Brian reported that Mr Martin Coles of the Environment Department had sent some bins for repair and that we would receive a refurbished one in January. A new bin would cost £550, and no order was placed. She would continue to follow up this matter. 81. FINANCE. a) Balances: Figures had been circulated to Councillors prior to the Meeting. Page 4 - 17.11.05 b) Payments: The following payments were approved and authorised: NDDC Recharge of Salaries £3,089.19 Buckleigh Laundry Ltd Rental of Hand Driers £ 16.34 c) NDDC. Parish Council Expenditure 2006/07. Form for completion in respect of the Parish Grant/Precept, to be returned by 15/12/05. Councillors Symonds and Tucker would deal with the budget using last year's template. 82. CORRESPONDENCE. (i) (i) The Planning Inspectorate. Copy of the Inspector's proposal to modify the BOATS Order. Objections to be made by 22/12/05. A copy had been circulated to Councillors and was noted. Councillor Mrs Meek would make minor objections. (ii) Mr M Harrison. Copy correspondence: To Joe Deasey regarding safety in our lanes and to the County Environment Director regarding the Local Transport Plan 2006-2011. This had been dealt with earlier in the Meeting. (iii) Mr P Griffin. Courtesy reply regarding overgrown hedges was noted. (iv) Against Domestic Violence and Abuse. Poster highlighting Domestic Violence Week between 21 & 26 November and letter detailing various activities, which would be displayed in Croyde Noticeboard. (v) NDDC. North Devon Local Plan 1995 to 2011 - Proposed Modifications. Representations to be made by 19.12.05. In addition, Statement of Decisions booklets received. A meeting was arranged with Councillors Maskel, Mrs Meek, Miss Brian and Symonds at Councillor Symonds' home on 24 November to draft the Council's reply and the document was taken by him for use at the meeting. (vi) DCC. Devon County Waste Local Plan. Proposed Pre-Inquiry Changes & Omission Sites. Representations to be sent by 23/12/05. Councillor Miss Brian took the document which was read and returned. (vii) Countrywise Consultants. Statutory Duty of 'Relevant Authorities' to have regard to the purposes of National Parks, Areas of Outstanding Natural Beauty and the Norfolk & Suffolk Broads. Questionnaire for completion by 29/11/05. Taken by Councillor Mrs Meek for completion if it was felt appropriate to do so. (viii) North Devon Areas of Outstanding Natural Beauty. AONB Newsletters (one for each Councillor and some to spare), Annual Review and 2006 Calendar. The Council expressed its thanks for the communication. 83. PUBLICATIONS RECEIVED. MATTERS RAISED BY COUNCILLORS. Councillors Mapp and Mrs L Slade both reported on the unhygienic state of Georgeham public toilets. Fittings have been broken in both the ladies and gents and in addition, the bus shelter light fitting has been broken. The information to be given to Councillor Tucker for him to arrange remedial work to be undertaken. It was felt that if the situation could not be satisfactorily resolved, other action would be necessary. Structural defects were also noted and Councillor Mrs Slade to draw up a specification. Councillor Mapp. * The noticeboard at Georgeham required repair. Councillor Yeo to speak to Mr C Bament. * Georgeham Playing Field. He and Councillor Symonds had pressure sprayed the small area. Other areas were to be treated. * Statement of Community Involvement. He circulated a submission draft. The aim was to allow communities to have an effect on the Local Plan. The full document would be circulated to all Councillors to respond. Councillor Mrs Slade. * The car park steps required cleaning which would be dealt with the small garden person as would the sweeping out of the bus shelter. * The disabled toilet required checking and this item also to be referred to Councillor Tucker. Councillor Mrs Meek. The Parish Plan questionnaires had been returned and a rough analysis would follow shortly. A small group would meet when this occurs. Councillor Maskell. Mr John Pearce had contacted the Council regarding the plaque on the bridge at Georgeham. Councillor Miss Brian suggested contacting Linda Blanchard/D Edgcombe at North Devon Areas of Outstanding Natural Beauty to which Councillor Maskell agreed to liase and advise. 85. MEETINGS ATTENDED BY COUNCILLORS. None. The Meeting ended at 10 p.m. The next Meeting would be on Thursday, 15 December 2005 at 7 p.m. in Georgeham Village Hall.
