MINUTES OF GEORGEHAM PARISH COUNCIL HELD ON THURSDAY, 27 OCTOBER 2005 AT 7PM IN GEORGEHAM VILLAGE HALL. PRESENT: Councillor J Symonds (Chairman), Councillors Mrs J Barnes, Miss R Brian, Mrs V Meek, N Mapp, Mrs L Slade, R Tucker. Also in attendance: County Councillor Mrs J Jenkins, District Councillors D Spear and Sgt A McClenaghan, and 6 members of the public. 60. CHAIRMAN'S WELCOME. The Chairman welcomed everyone to the Meeting and explained the reason for the Clerk's absence. All present were glad to know she was progressing following her operation. 61. APOLOGIES. Mrs S Squire, Parish Clerk. Unwell. Councillor J Yeo - on holiday. P C G Lees - on leave. District Councillor M Wilkinson. 62. A REPORT WAS TAKEN FROM SGT. McCLENAGHAN DUE TO HAVING TO ATTEND TO URGENT BUSINESS. HE WAS COVERING FOR SGT A BROCK WHILE ON SICK LEAVE. He explained he had come to comment on the provision of Traffic Warden cover in Croyde and advised that the hourly cost as at September 2006 was £10.84 excluding VAT. This equated to £1,627.81 excluding VAT monthly. If the Parish Council decided to proceed, Police Headquarters at Exeter would need, in writing, what we required in detail as soon as possible. It should be noted that within two years, parking matters would be dealt with by the Local Authority and not the Police. District Councillor Spear advised that Traffic Warden facilities at Mortehoe and Woolacombe would be funded from parking meters and ring fenced by NDDC. A working party consisting of Councillors J Symonds, Miss R Brian, N Mapp and the Community Link Officer was approved and formed with a meeting being convened as soon as possible. It was further noted that Sgt A Brock would return from sick leave on 7 November but promotion was likely and he may be replaced. 63. CO-OPTION OF NEW PARISH COUNCILLOR. Three letters of application had been received. Ballot papers were circulated to Councillors. The vote was counted by Councillor Symonds and Stuart Maskell was declared has having the majority vote. Councillors accordingly resolved to co-opt him on to the Parish Council. Mr Maskell was not present due to illness and co-option papers would be sent to him for completion and signature. 64. APPROVAL OF THE MINUTES OF THE MEETING HELD ON 22 SEPTEMBER 2005. These were agreed and signed as a correct record. Page 2 - 27.10.05 65. REPORTS: County Councillor Mrs J Jenkins. * With regard to the application for 22 wind turbines at Fullabrook, Devon County Council is to oppose the proposal due to the visual pollution. * The Saunton lookouts/laybys are cleaned fortnightly. Regarding the brambles below the laybys, Mr Andy Bell of the ANOB to be contacted with a request to cut. * DCC has a new member of staff to go through all Parish Plans. District Councillor D Spear. * NDDC are meeting in November concerning the Fullabrook application. * He congratulated Councillors on the outcome of the Blue Groove Licensing Application result. * The clearway from Down End to Bay View Farm would be in place for the May 2006 Bank Holiday. No further details were known. County Councillor Mrs Jenkins was requested to encourage finalisation and that of the parking restrictions at Millersbrook. * He had checked the situation in connection with drains. * He was now in the Licensing Committee and supports the mediation process. 66. REPRESENTATIONS FROM THE PUBLIC. Mr K Howes. He requested support for a Tree Preservation Order on the pear tree outside Croyde Post Office, the species of which was currently unknown. Members fully supported his endeavours. Mr Tebbutt. He explained on behalf of Croyde Village Hall that there was no original intention to extend the licensing hours and it would seem that a misunderstanding had arisen. The Application had been amended with confirmation that a new Application was not required. He enquired regarding paragraph 53 of the September Minutes in connection with the Oceanfest Meeting and was advised that the meeting had been informal with no formal minutes being taken. Mr S Butler. He raised his concerns regarding the mess on St Mary's Road caused by works at Croyde Manor. Tons of earth were being carried on tractors and despite the road being swept, this was not effective. He further explained that spoil was being dumped in fields causing damage to Long Lane and Old Hole Cleave Road. Many complaints had been sent to the Highways Department. County Councillor Mrs Jenkins will raised this with officials in the Highways Department asking that it is investigated. 67. PLANNING. (1) Matters Arising. None. (2) Applications, as below: Page 3 - 27.10.05 a) 41007 - Variation of condition 5 (occupancy restriction) attached to planning permission 36895 to allow temporary use of 1 unit of holiday accommodation as permanent dwelling - Cottage adjacent to Jack Smales Cottage, Heddon Mill, Braunton. The proposal was for a 2 year temporary consent. Members resolved to recommend approval for this build project only. b) 41003 - Erection of conservatory - Restaize, 3 Bonnicott Lane, Croyde. It was RESOLVED to recommend approval. c) 40928 - Erection of decked area - Down End House, Down End, Croyde. It was RESOLVED to recommend approval. d) 40942 - Variation of condition 3 attached to planning permission 4292 to extend time period within which works relating to the windows must be completed from 3 months o 6 months - The Old Cottage, Putsborough, Croyde. It was RESOLVED to recommend approval. e) 41101 - Outline Application for erection of 1 dwelling together with formation of access - land adjacent to Fairleigh, Georgeham. It was noted in this connection that a letter and enclosures from the applicant had been received. The applicant was given the opportunity to address the meeting in support of the application and did so. After much discussion, it was proposed (proposal 1) that this Council would support a development providing there are policies in place to support the application in spite of the site being a doubtful brownfield site. f) 41106 - Insertion of 1 dormer window to front elevation - 2 Orchard Grove, Croyde. It was RESOLVED to recommend approval. g) 41111 - Listed Building Application for lime rendering of external walls to dwelling and outbuildings together with renewal of outbuilding roof - Croyde Manor, 1 St Mary's Road, Croyde. It was RESOLVED to recommend refusal given the listed status of the building and the fact that the original Application showed restoration of the stone building as it was. h) 41123 - Erection of garage - Hills View, Darracott, Georgeham. It was RESOLVED to approve but the garage must remain as a garage/store and not be used for accommodation purposes. (3) Planning Correspondence: (a) The following NDDC Decision Notices were noted: APPROVALS. Page 4 - 27.10.05 40824 - Installation of double glazed units to enclose walkways at Cliff Court (formerly Clifton Court), Putsborough. 40768 - Conversion of garage to form additional living accommodation at Southcombe, Putsborough Road, Georgeham. REFUSAL. 40856 - Erection of 1 dwelling together with alterations to the junction of Sandy Lane & Croyde Road at land adjacent to The Whiteleaf Hotel, Croyde. 68. MATTERS ARISING. 1. Councillor Miss Brian's letter as requested at the last meeting regarding contribution for open spaces. NDDC document suggested ring fencing some money can be done for local use. The letter was read to the Council which was approved, and signed by the Chairman. 2. Report of meeting with Environmental Health regarding rubbish/rubbish bins was given. Copy correspondence to Parkdean Holidays had also received from Mrs P Brockhurst regarding dog waste beach. A copy of this had been forwarded to Environmental Health Department ahead of the meeting, and Councillors J Symonds and R Tucker. The meeting with Mr M Coles had been attended by Councillors Tucker and Miss Brian. Mr Coles explained that his Department is overspent and no help could be given. It had been suggested that the shops could supply bins or the Parish Council could serve an order on shops. Members approved that the Parish Council would supply a new bin. Councillor Miss Brian to service unless the price was excessive. 3. Quotation for works to Hedge in Chapel Street. A figure of £18.00 per hour was accepted to layer the hedge, disposal of brambles and gaps filled with new hedging. The invoice, once paid, to be sent to Highways Department at DCC. 4. Traffic Wardens. This had been covered earlier in the Meeting. 5. Oceanfest Review. Report from Councillor Miss Brian regarding the meeting held on 13/10/05 was circulated. The organisers of this event were more sensitive about the noise issue. Councillors will request another meeting before the Licence Application is submitted. 6. Blue Groove Licence Application. A Report by Councillor Tucker was noted regarding the Hearing and to note the Decision now received from NDDC, a copy of which has been sent to Councillors Symonds, Tucker, Meek and Mapp. 7. Photocopier. The Clerk had purchased a machine from PC World together with a two year guarantee, 1 box of 5 reams of paper and three spare ink cartridges at a total price of £122.90. It was being put to good use and was very satisfactory. Page 5 - 27.10.05 8. Noise at Surfers Paradise. Reply from Environmental Health and Parkdean Holidays to be kept on file. 9. Waiting Restriction - Millers Brook. Diary note to follow up. This had been covered earlier in the meeting under District Councillor Spear's report. Highways Department advised it is on their list but meanwhile, the Clerk to chase this again so that a reminder is on the file. 10. CARA had written regarding the stream. A machine was required to undertake the clearance which would take place between 1st and 10th January. Councillor Symonds to organise a digger and lorry and he would liaise with CARA nearer the time. CARA to provide labour and half the cost. 69. Invoice No. 13 £458.25 Invoice No. 14 £458.25 £916.50 JJ Bins Dog bin emptying for August and September £338.00 South West Water Water Supply in Georgeham Toilets £176.20 South West Water Water supply at the Cemetery £ 4.95 c) The report from a Working Party regarding inspection of the Parish Council's Assets with regard to insurance cover would follow their meeting on 1/11/05. d) It was noted that a cheque from NDDC has been received and banked for £18,040.00 in respect of the second instalment of the Precept/Grant. e) To note that the accounts for the year ending 31 March 2005 have been completed and signed off by the District Audit. Everything was found to be satisfactory and no items had been raised. f) Tenders for Grass Cutting and General Maintenance and Grass Cutting. Page 6 - 27.10.05 The Grass Cutting Tender was awarded to Tenderer No. 1. (Mr S M Wightman). In respect of the Tender for Grass Cutting and General Maintenance, Councillor Symonds then declared a personal interest and withdrew. He did not take part in the discussion or decision thereof. The meeting was chaired for this item only by Councillor Mapp, having been proposed by Councillor Slade and seconded by Councillor Miss Brian with the full approval of Members. The Grass Cutting and General Maintenance Tender was awarded to Tenderer No. 3 (Mr M Symonds). Details of the Tenderers had been placed in a sealed envelope and was only opened after the Tenders had been awarded in full view of the Meeting. g) A review of the Clerk's salary was not necessary as her new Contract of Employment stated this should take place annually on 1 April of each year. The Council will continue to pay her during sick leave. This to be reviewed after three months. 70. CORRESPONDENCE. (1) Croyde Village Hall Licensing Application. Emails from Councillor N Mapp. As noted earlier in the Meeting, the Application had been amended and re-submitted. (2) NDDC - Required details of sandbag stock, location and contact. 500 were currently held, at Croyde Village Hall (contact numbers 890575/890801) and Incledon Farm (contact number 890200). The form was completed and returned to NDDC Engineers Department. (3) NDDC - Submission draft statement of community involvement. Deadline for representations was 2/12/05. It was noted that Councillor N Mapp's email dated 1/7/05 recommended that no further action was required after he had fully explained the details with regard to this item within the email. A new document had been received which was taken by Councillor Mapp to read. 71. PUBLICATIONS RECEIVED. * NDDC Newsletters and Bulletins. Following the Bulletin of 30/9/05 being received, Councillors Mrs V Meek and Miss R Brian were contacted as previously arranged, with details of Licensing Applications in the Parish. Accordingly details of the Application made by Croyde Village Hall Management Committee were advised. * Northern Devon Coast and Countryside Service. Annual Report 2004/05. * The Playing Field. Newsletter from the Devon Playing Fields Association. Autumn 2005. * Local Council Review. November 2005. Page 7 - 27.10.05 72. MATTERS RAISED BY COUNCILLORS. Councillor Mapp. He encouraged Councillors to read the Licensing Policy. All Applications were linked. The NDDC Licensing Department website shows how Applications are processed. He suggested that all Councillors log on to the Oceanfest web site. Councillor Mrs Slade. She raised the state of the playground at Georgeham. Councillors Symonds and Mapp to meet on the following Sunday morning to deal with this. Councillor Mrs Meek. The Council approved her to telephone the Enforcement Officer in respect of Glenmere, Rock Hill. 73. MEETINGS ATTENDED BY COUNCILLORS. Meeting attended with Mr Ingleby. If 50-60% of the proposed properties were social housing, the Parish Council would support an Application. No conclusion was reached. September 26th - a meeting was held at Councillor Mrs Meek's to celebrate the BOATS inquiry outcome. The Ramblers had requested information on the gradient of Hole Lane. Subsequently Dr Madgett had also submitted information. Councillor Mapp - AGM of the Devon Association of Parish Councils. DEFRA had made a presentation, indicating that many problems could be solved with a budget of £8 million. There was a discussion which included the problems Combe Martin Parish Council has funding responsibility for the public toilets. The Chairman was of the opinion that Council's who were now running public toilets were doubled taxed. Councillor Miss Brian - Braunton Alliance. 74. PARISH PLAN QUESTIONNAIRE. To encourage parishioners to complete this, a lucky draw had been incorporated. This was drawn at the close of the Meeting by a member of the public. The winner was Westover House, Moor Lane, Croyde. A prize in the form of a cheque would follow at the next Meeting. The Meeting ended at 10.55 p.m. The next Meeting would be held on Thursday, 17 November at 7 pm in Croyde Village Hall although it should be noted that the venue may change.
