MINUTES OF GEORGEHAM PARISH COUNCIL HELD ON THURSDAY, 22 SEPTEMBER 2005 AT 7PM IN GEORGEHAM VILLAGE HALL. THE MEETING HAD TO BEEN CHANGED DUE TO A DOUBLE BOOKING AT CROYDE VILLAGE HALL. PRESENT: Councillor J Symonds (Chairman), Councillors Mrs J Barnes, Miss R Brian, Mrs V Meek, N Mapp, R Tucker, J Yeo. Also in attendance: District Councillors D Spear and M Wilkinson, PC Lees, 3 members of the public and Mrs S Squire, Parish Clerk. 53. APPROVAL OF THE MINUTES OF THE MEETING HELD ON 25 AUGUST 2005. These were agreed and signed as a correct record after it was noted on Page 4 Oceanfest that the Notes of the Meeting taken by Councillor Miss Brian would NOT be circulated. 54. APOLOGIES. Councillor Mrs L Slade. 55. REPORTS: Police. PC Lees advised that 30 crimes had been committed, mostly occurring in August of which 12 were committed around the beach area. The number was unaltered for the same period last year. Good feedback had been received from parishioners. Late nights patrols were continuing. Councillor Tucker expressed the Council's appreciation for the liaison with Police walkabouts and felt the dialogue had improved matters. It was hoped that the exercise could be repeated next year. Councillor Symonds advised that the Parish Council would be making representations at the Licensing Hearing for the Blue Groove. In this connection, the Parish Council were disappointed that the Police would be supporting this through mediation. PC Lees would look into this on our behalf. Councillor Symonds went on to say that the Police do not give support to prevent drinking in public and there were serious concerns about the lateness of the hour which is being applied for. County Councillor. Not present. Had she been in attendance, representations would have been made about the Clearway at Down End. District Councillor D Spear. He intended to attend the Blue Groove Licensing Hearing and would make representations in support of the Parish Council's views. He spoke about the North Devon Showcase chosen site at Aller Cross and the encouragement of traffic to use the A399 which would be advantageous for all the area. However, he was concerned regarding the signage. As regards kerbside collection and the future of recycling pavilions, he passed a letter to the Parish Council for consideration and comments to both him and District Councillor Wilkinson. He was dealing with Millers Brook representations and the Clearway. Details were given as to the reason Devon County Council wished to have a site inspection in connection with the wind turbine application. Page 2 - 22.09.05 Both he and District Councillor Wilkinson were thanked by the Parish Councillors for their efforts in connection with the provision of a 106 Agreement for the Penny Hill development. District Councillor M Wilkinson. He advised members of the Ilfracombe and North Devon Committee meeting on 3 October at Civic Centre,7.30 p.m. which was relevant to all on the coastal strip. There was to be an open discussion on the North Devon Showcase, a presentation on signage by DCC offical Joe Deasey and Jack Kelly, the Chief Executive of the Primary Care Trust would speak about services. He advised the meeting that Grants Officer Jo Watson had now left. Caroline Vernon-Jackson had been appointed as her replacement. Councillor Miss Brian suggested setting up a sub committee with the Parks and Recreation Department and would be looked into after the Parish Plan analysis had been completed. He confirmed that he had exerted much pressure for the 106 Agrement for Penny Hill and was pleased with the outcome. 56. REPRESENTATIONS FROM THE PUBLIC. None. 57. PLANNING. (1) Matters Arising. a) 40695 - Erection of 9 affordable dwellings - Penny Hill, Pathfields, Moor Lane, Croyde. Reply from NDDC Planning Officer regarding the 106 Agreement. Letter was read to the Meeting which confirmed that the 106 Agreement had been approved in line with the Parish Council's representations. A Housing Association was to be formed for this development and the Chairman enlarged on the arrangements. b) NDDC. The CD had been received in respect of the proposed Wind Farm at various locations. It had been initially sent to Councillor Miss Brian to then pass to other Councillors. Councillor Miss Brian confirmed that all the queries raised had been satisfied by NDDC. (2) Applications, as below: a) 40824 - Installation for double glazed units to enclose walkways - Cliff Court (Formerly Clifton Court), Putsborough. It was RESOLVED to recommend approval. b) 40856 - Erection of 1 dwelling together with alterations to the junction of Sandy Lane and Croyde Road - land adjacent to The Whiteleaf Hotel, Croyde. Councillor Symonds proposed approval, seconded by Councillor Tucker. Councillor Miss Brian proposed an amendment for refusal on the grounds that it is over development of the site. Seconded by Councillor Mapp. Vote: Amendment - 2 votes. Original proposal - 4 votes. It was carried to recommend approval. Page 3 - 22.09.05 c) 40901 - Application for consent for works to trees covered by a Tree Preservation Order in respect of reduction or removal of 1 Maritime Pine - Field Cottage, Higher Ham, Georgeham. The applicant was present and was given the opportunity to speak and explain the reason for the application. It was proposed just to take the top out. It was RESOLVED to recommend approval with the additional comment - 'We understand the applicant is going to try to reduce the height of the tree, if this results in the death of the tree, then it will be removed in due course'. d) 40929 - Retrospective Application for erection of 1 summer house - land adjacent to Putscombe, Putsborough. It was RESOLVED to recommend approval with the condition that it is not taken in for residential or domestic accommodation. e) 40874 - Erection of conservatory - 26 Davids Hill, Georgeham. It was RESOLVED to recommend approval. (3) Planning Correspondence: Councillor Tucker spoke on behalf of Mr Ingleby who wished to have an informal meeting with the Parish Council concerning a development proposal he has for some of his land. It was noted that the Parish Council had held similar meetings with other parishioners in the past. It was approved to meet Mr Ingleby and his Planning Consultant on Thursday, 20 October in Georgeham Village Hall. (a) The following NDDC Decision Notices were noted: APPROVALS. 40628 - Removal of condition 10 attached to planning permission 86/2116/28/4 and condition 4 attached to planning permission 39488 (no caravan shall remain on site for a period exceeding 3 weeks) - Bay View Farm, Croyde, together with letter from the Planning Department explaining the reason for the approval which was read to the Meeting. 40639 - Extension to dwelling at Woodstock, Stentaway lane, Croyde. 40635 - Extension to dwelling at Cock Rock, Down End, Croyde. 40498 - Minor alterations to existing dormer windows and erection of new dormer window to West elevation at 1 Orchard Grove, Croyde. 39794 - Application for consent for works to trees covered by a Tree Preservation Order in respect of felling of 8 Cupressus Macropcarpa and 2 Pinus Insignis at Moorfield House, Moor Lane, Croyde. 40700 - Conversion of attached storage shed to form additional living accommodation at Broadgate Farm, North Buckland, Braunton. 40260 - Ground and first floor extensions to dwelling (amended plans) at 6 Millers Brook, Croyde. 39455 - Removal of condition 2 (occupancy restriction) attached to planning permission 10864 from Higher Roylands and imposition of occupancy condition on Roylands (amended plan and information) at Roylands, Higher Roylands and associated land Moor Lane, Croyde. 40603 - Erection of garage (retrospective amendment to planning permission 36046) at Moor Park, Moor Lane, Croyde. Page 4 - 22.09.05 40709 - Demolition of existing dwelling and erection of new dwelling at Jack Smales Cottage, Heddon Mill, Braunton. 40620 - Extension to dwelling and formation of dormer window at The Stables, Down End House, Down End, Croyde. 40686 - Retrospective application for change of use of agricultural land to form extension to domestic curtilage at Kennelfield, Crowborough Road, Georgeham. 40507 - Extension and alterations to dwelling (amendments to planning permission 38700) at Croft House, 12a Home Farm Close, Croyde. 40260 - Ground and first floor extensions to dwelling (amended plans) at 6 Millers Brook, Croyde. (b) It was noted that a Certificate of Lawfulness for existing use of an agricultural and mechanical store, workshops, garaging, builders store, builders yard and equipment facility had been granted in respect of land adjoining Fairleigh, Georgeham. (c) It was noted that an Appeal had been lodged in respect of Application No. 40199 - Extension to dwelling at Myrtle Cottage, Rock Hill, Georgeham by Mr Trievnor. Any amendments to the Council's original response was required by 7 October. No amendment to the original response was thought necessary. (d) NDDC. Open Space Contribution reply from the Planning Department who confirmed that the present policy does not practice this. The public open space contribution is levied against the Local Plan. Councillor Miss Brian to draft a response for the Council to consider at the next Meeting. 58. MATTERS ARISING. (1) Meeting with Environmental Health regarding rubbish. A site meeting was fixed for 19 October mid afternoon, outside Croyde Village Hall. (2) Parish Plan Expenses. Cheque for £343.41 had been received and banked from Braunton Coast and Countryside Alliance. A discussion on the analysis procedure and cost ensued. There would be a meeting to go through the results. (3) Quotation for works to Hedge in Chapel Street. This was still outstanding. To be on the next agenda. (4) Traffic Wardens. Inspector Shaun Kenneally had replied and this was read to the meeting. A response indicating that the Parish Council would be happy to fund the employment of a traffic warden who could be self funding through the revenue of tickets issued. The possibility of joining with the Woolacombe traffic warden to be pursued. (5) Oceanfest Review. Councillor Miss Brian advised that the next Meeting between various individuals and organisations would be 13 October, Croyde Village Hall, 7pm. It was approved that this would be a closed meeting. All Parish Councillors were encouraged to attend. Councillor Mapp passed comment on the licensing situation as the organisers have yet to apply for a late licence.. Page 5 - 22.09.05 (6) Blue Groove Licence Application. The Hearing was set for 27/9/05 Councillor Tucker would make representations on behalf of the Council. The Licensing Department to be advised as to those attending, namely Councillors Tucker, Mapp, Mrs Meek and Miss Brian. (7) The Planning Inspectorate. Interim Result of the Inquiry. This was: Coombas Lane - BOAT, Long Lane - BOAT, Milkaway Lane - Bridleway; Vention Cross - Bridleway; Buckland/Oxford Cross - no right of way at all; Buckland/Heddon Mill - Bridleway, except for the lane at Heddon Mill which was no right of way. The resulted in 4 won and 2 lost. The chairman thanked Councillor Mrs Meek on behalf of the Council for all her efforts and hard work she had put in. (8) Rubbish Bins. Environmental Health had advised that they are waiting for a budget for the bins. To be discussed at the meeting fixed for 19 October. (9) Quotation for photocopier. Councillor Tucker had made tentative enquiries. It was left that the Clerk obtain the machine she felt would be suitable, with a limit of £150 set. 59. FINANCE. Balances: Figures were circulated to Councillors at the Meeting. a) Payments: Mr S M Wightman Grass Cutting £643.90 Buckleigh Laundry Rental of hand driers £ 13.08 Audit Commision 2005 Audit Fee £293.75 Mr M Symonds. 2nd payment on grass cutting and Maintenance contract 2005/06 £375.00 Mrs S Squire 50 1st class stamps £ 15.00 b) A report from the Working Party was outstanding and would receive attention on 19 October following the meting with the Environmental Health officer. Councillor Mapp pointed out that the sports equipment should be checked even though it is not covered under the Council's Insurance contract. 60. CORRESPONDENCE. (i) Email from Councillor Mrs Meek regarding an abandoned car in Georgeham Car Park which has been notified to Environmental Health. This would also be raised at the Environmental Health meeting. Page 6 - 22.09.05 (ii) Mr J Green-Price. Concerns about noise at Surfers Paradise. The letter was read to the meeting. Environmental Health and Planning Department to be advised and a reply requested by the next Meeting. (iii) Devon County Council. Copy of the document "Improving Devon's Environment: Rights of Way Improvement Plan 2005". Taken by Councillor Mrs Meek. (iv) NDDC. Letter and agenda regarding the next Braunton Coast and Countryside Alliance meeting on 27/9/05. (v) NDDC. Payroll Department had advised the National Minimum Wage was increasing on 1/10/05 and request that we confirm the increase on the relevant adjustment form together with the change in hours to 10 per week during the Winter. This was approved. (v) NDDC. Confirmation that no response was received from the electorate requesting the vacancy be filled by an election. The Parish Council was therefore obliged to co-opt and posters had been prepared for posting around the Parish inviting applications. (vi) Revd. D Wright. Baptist Church Pastor. Letter of thanks for help with planning application and its successful outcome. vii) NDDC. Recycling/pavilion. This was the letter handed to the Council by District Councillor D Spear. If a need was demonstrated, a skip type recycling facility could be supplied, which NDDC are obliged to provide. (viii) Devon County Waste Local Plan. After studying the document, Councillor Miss Brian confirmed that there was nothing within it would was of concern to this Council. 61. MATTERS RAISED BY COUNCILLORS. Councillor Mapp. He felt it would be appropriate that The Blue Groove Licensing Application brief should be returned to the Clerk for filing. 63. MEETINGS ATTENDED BY COUNCILLORS. None. The Meeting ended at 9.40. The next Meeting would be on Thursday, 27 October 2005 at 7 p.m. in Georgeham Village Hall. It was noted that the Clerk would be absent for the next two Meetings following a shoulder operation planned for 13 October and for which two months convalescence was required.
