MINUTES OF GEORGEHAM PARISH COUNCIL MEETING HELD ON THURSDAY, 28 AUGUST 2008 AT 7PM IN GEORGEHAM VILLAGE HALL. PRESENT: Councillor J Symonds (Chairman), Councillors M Harrison, S Maskell, Mrs L Slade, R Tucker. Also in attendance: PC R Bishop, 2 members of the public and Mrs S Squire, Parish Clerk. 51. Apologies. Councillors Miss R Brian, Mrs V Meek, District Councillors Mrs P Barker and M Wilkinson. 52. Approval of the Minutes of the Meetings held on 31 July 2008. Councillor Symonds read the email received from Councillor Miss Brian regarding the report of the Euro Fighter to the Meeting. He then asked Councillors if they had received any complaints. No complaints had been received. Councillor Symonds proposed attaching Councillor BrianÕs email to the Minutes. Seconded by Councillor Mrs Slade and unanimously agreed. It was considered that the matter was now closed. It was proposed by Councillor Tucker that the Minutes were correct. Seconded by Councillor Maskell and unanimously agreed. 53. Reports: Police. PC Bishop advised that there were 16 crimes during the last month and gave the statistics. This included the race hate graffiti and 2 burglaries including the Football Club Changing Rooms. It is believed that the offender who carried out the graffiti is a relation to a resident in Georgeham who has been spoken to. The suggestion was made that a donation for the work involved in clearing up and a cheque for £300 was given and handed to the Chairman. It is further believed that the offender was now in London where efforts are being made to trace and they would be interviewed as any other suspect would be. The comparison on crimes was 33% down on 2007. Councillor Tucker congratulated the Police on a good effort. County Councillor Mrs J Jenkins. Not present. District Councillor Mrs P Barker. Apologies given. District Councillor M Wilkinson. Apologies given. 54. Representations from the Public. Mr S Donovan raised parking problems at Millers Brook. Residents were suffering overnight camping with resulting litter and sanitation problems. A discussion followed on the best way to deal with this unacceptable inconvenience and the possibility of residentsÕ parking. People who live in St MaryÕs Road are the main users of the area and would require somewhere to park. Councillor Symonds explained that double yellow lines had been approved but due to budgetary constraints, this had not materialised and gave the historic details. Councillor Tucker advised the details for the scheme which was approved and went on to say that members of the public or groups of people are sometimes more successful in getting things done. A letter to be sent to Highways Department enquiring the present position on the list of outstanding works. 55. Declarations of Interest. None. 56. PLANNING. 56.1 Matters Arising. Update from the Enforcement Officer on land at Orchardon, Darracott. Despite a reminder from the Clerk, the current position had not been advised in time for the Meeting. A reminder to be sent for a response to be received by the September Meeting. 56.2 The following Planning Applications were considered: 47127 Ð Extension to dwelling & installation of dormer window at 6 Putsborough Close, Georgeham. It was resolved to recommend approval. 47139 Ð Installation of 2 dormer windows together with creation formation of new vehicular access & parking spaces at 11 Orchard Grove, Croyde. It was resolved to recommend approval. 47195 Ð Extension to dwelling at 20 Sandyway, Croyde. It was resolved to recommend approval. 47194 Ð Insertion of window in North Elevation (amendment to planning consent 44547) at 2 Bonnicott Lane, Croyde. It was resolved to recommend approval. 47263 Ð Retrospective Application for conversion of barn to form 1 unit of holiday accommodation (amendment to Planning Permission 41816) at outbuilding at Darracott House, Darracott, Georgeham. It was resolved to recommend approval. 47136 Ð Siting of enclosed Multi-Use Games Area Ð Georgeham Playing Field. The Planning Officer has advised that the Parish Council will not be consulted on this Application, being the applicant. 56.3 (1) Planning Correspondence: It was noted that Application 46894 Ð Insertion of 3 no roof lights at Mountain Ash House, St MaryÕs Road, Croyde did not require Planning Permission. 56.3 (2) North Devon Council Decision Notice. An Approval Notice in respect of Application 46948 Ð Extension and alterations to dwelling at 2 Davids Cottages, Cloutmans Lane, Croyde was noted. 57. REPORT REGARDING VANDALISM. This item was brought forward while PC Bishop was present. When the vandalism was carried out, it was known that the visitors staying at St GeorgeÕs House were disruptive. It was stressed that St GeorgeÕs House was well run. It was acknowledged that there was no proof regarding vandalism in the Football Club Changing Rooms being linked to anyone staying at St GeorgeÕs House. Councillor Tucker wished to speak with Mr Larrington of St GeorgeÕs House and intended to follow this up shortly. 58. MATTERS ARISING. 58.1 Croyde Life Saving Club. Up to date position regarding SWW tanks. _ Mr Richard Windsor reported that further to the negative meeting last year, the National Trust had given the Life Saving Club a number of criteria, one being at the Lime Kiln Field and the proposed scheme was shown with the SWW tanks and manholes. _ It was known that none of this would affect the ClubÕs proposal. It was hoped this would conclude the matter. _ For the ClubÕs proposal a sewer would be required and it has been advised by their Architect that this did not present a problem. _ A map of the proposed access was shown. _ The emergency evacuation route was discussed, as was the various options. It was felt that it should be known if the National Trust were in fact going to support the venture. It was known that the RNLI was fully in support of it. _ Councillor Tucker felt that North Devon MP Nick Harvey should be involved and an extraordinary meeting was voiced as being beneficial. 59. Upon receipt and acceptance, the cheque would be released. 60. Correspondence & Reports. 60.1 Devon County Council. Individual letters for Councillors regarding draft proposal for Unitary Local Government arrangements in Devon. 60.2 South West Lifelong Learning Network/Devon Association of Parish Councils. Questionnaire for Councillors to complete were distributed. This is part of a significant project being conducted through these Organisations. It was hoped that Councillors would return them at the September Meeting. 60.3 Audit Commission. Details of new address in Plymouth. Noted. 60.4 North Devon Council. Supply of additional/any sandbags. 60.5 North DevonÕs Biosphere Reserve. Strategy & Action Plan 2008-2012. Taken for Councillor Foster. 60.6 Devon Playing Fields Association. Training Opportunities for Managing Maintaining & Inspections for Playgrounds & Recreation Areas. The nearest one is on 6 October at Merton. 60.7 Devon Association of Parish Councils. Long Life Learning Network Conference Ð the revised date for this event has been fixed for 11 September. Noted. 60.8 Digital UK. Mr D Farwig is willing to give a talk in connection with digital switchover. An article to be included in The Crydda to say if enough interest was shown he would be invited to give a talk. 60.9 Fullabrook Wind Farm Community Interest Company. Inaugural meeting on 9/10/08 at Braunton Parish Hall, 7pm. Councillors Maskell and Harrison would attend on behalf of the Parish Council. 60.10 Community Council of Devon. Details of Community Buildings Training Programme. Noted. 60.11 North Devon Council. Leaflets for Councillors in connection with the Local Government Review. It was noted that a leaflet had been included in every North Devon Journal. Councillor Maskell felt this was a waste of money. 61. Urgent matters brought forward by the Chairman It was proposed by Councillor Symonds that a letter was sent to Devon County Council regarding Footpath 26, requesting a site meeting with a view to this leading to remedial surface dressing work being carried out. Councillor Harrison, Footpath Warden, would email the North Devon Footpath Officer to make the arrangements. 64.
